RE: MnDOT Request
MnDOT has requested that the Council allow Shafer Contracting an exception to their Mineral
Extraction restrictions that would give them the option to operate / haul on a 24 hour basis for
two weekends. The weekends affected would be August 22, 23 & 24 and on September 5, 6 & 7.
Heavy traffic delays resulting from the intersection work at 117 Street in Inver Grove Heights
should be relieved if Shafer takes advantage of this option.
RECOMMENDATION
Motion to grant Shafer Contracting Co. an exception to the operating hours restrictions in their
Mineral Extraction Permit Conditions allowing hauling for a 24 hour basis on August 22, 23 &
24 and on September 5, 6 & 7 only.

Mn /DOT is having extreme traffic delays because of temporary lane paving
on the TH52 -117th street interchange project. The mix of heavy truck
traffic combined with the signal delays are resulting in traffic backups
on a daily basis to well beyond County Rd 42. We have changed the
signal timing, taken a number of measures with the contractor to adjust
the traffic flow and it still has not alleviated the problem. Because
of the traffic backups we are experiencing significant traffic
diversions on to local /county roads and a high number of complaints from
the commuters going through this construction zone.
This part of the construction is about two weeks from completion. In
order to address the traffic delays, Mn /DOT has asked the contractor to
complete the work on a 24 hour basis on two weekends rather that during
the week. It is our understanding that two of the subcontractors have
conditional use restrictions limiting hours of operation- -the Bituminous
Roadways plant in Inver Grove Heights and Shafer gravel operation in
Rosemount. On the weekends of August 22,23, & 24 and on September 5, 6 &
7, the contractor and its subs are going to work around the clock to
complete this stage of the project.
We are requesting that each City take whatever measures necessary,
under the requirements of these subcontractors local use permits, to
allow them to operate these requested dates on a 24 hour basis. Then at
that point this temporary lane paving operation will be complete and the
road will be open to 2 lanes of traffic in each direction. The
contractors have both asked us to obtain written permission from each
City to allow these operating hours.
We ask that you consider this temporary waiver. It will hopefully
allow us to complete this portion of the project in a safe manner and
with a lot less disruption to traffic. If you have any questions you
