for City Council Agenda 4/17/03
1. Item 5.b. Proclamation of Support Revised to include Armed Forces, National
Guard, and Reserve Units.
2. Item 61. Receive Bids /Award Contract — East Side Watermain, City Project 345
Please review the recommendation and options in the attached memo.
3. Item 7: Public Hearing — Appeal of Board of Appeals & Adjustment, Denial of
Variance for Mike Kulhanek, 12365 Blanca Ave. W.
The attorney for the applicant has requested a continuance of the Public
Hearing to May 6, 2003.
Two letters (attached) were received from neighbors against the reversal
of the variance denial for Mike Kulhanek. Council should receive the letters for
the record.
4. Item 8: Public Hearing — Chippendale Ave /CR 42 Street & Utility, City Proj. 344
Attached are the preliminary assessment roll and exhibit for the project
based on Option 1 as shown in the feasibility report. Also, a memo is included
that summarizes the public informational meeting held April 9, 2003.
5. Item 10.c. Fireworks Ordinance
Please review comments regarding the 500' buffer around service stations
and convenience stores restricting sales of fireworks with a map.

As noted in the executive summary for the above item, there was an irregularity in the low bid
submitted by Three Rivers Construction, Inc. Based on this, the recommended action is for
Council to consider awarding the contract to the second low bidder, Contractors Edge, Inc.
At this time, representatives of Three Rivers Construction, Inc. have requested that they be
provided with an opportunity to address the Council regarding this item. Should Council choose
to provide Three Rivers Construction, Inc. with an opportunity to address the Council, this item,
currently part of the Consent Agenda should be pulled from the Consent Agenda for discussion.
