ATTACHMENTS: Resolution APPROVED BY- At the March 20, 2003 Council meeting, Council received a revised Feasibility Report for the Chippendale Avenue /CSAH 42 Street and Utility Improvements, City Project #344. The original feasibility report for this project was completed in 2002 with the project being delayed until 2003 to address access issues on Chippendale Avenue. With the delay of the original project, which consists of the reconstruction of Chippendale Avenue south of CSAH 42 and improvements to the Chippendale Avenue /CSAH 42 intersection, the original report was revised to add the reconstruction of Chippendale Avenue from 145 Street to Upper 149 " Street to the proposed improvements. The reconstruction of this additional segment of Chippendale Avenue is included in the City's 2004 CIP. However, as funding is available to finance the project in 2003, it is proposed to advance the project schedule to facilitate the completion of work as one project rather than two separate projects to minimize disruption to the area. As noted, the project includes the reconstruction of Chippendale Avenue from 145`'' Street to 15 Pt Street along with improvements to the Chippendale Avenue /CSAH 42 intersection. As part of the intersection improvements, a new signal system is proposed to be installed. The other item to be addressed with this project is the proposed closure and/or reduction of access from Chippendale Avenue to the Holiday Gas Station. The total estimated project cost is $1,892,480. Funding for the project will consist of special assessments to adjacent properties, Municipal State Aid (MSA) funds, Dakota County funds, Street CIP funds and City Core funds As part of the process, Staff conducted a Public Informational Meeting on April 9, 2003. Comments and concerns received at the Public Informational Meeting will be presented to Council. Attached for Council consideration is a resolution approving the project and ordering the preparation of plans and specifications. RECOMMENDED ACTION: MOTION TO ADOPT A RESOLUTION APPROVING THE PROJECT AND ORDERING THE PLANS AND SPECIFICATIONS FOR THE CHIPPENDALE AVENUE /CSAH 42 STREET AND UTILITY IMPROVEMENTS, CITY PROJECT #344. COUNCIL ACTION: 2 CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2003 — A RESOLUTION APPROVING THE PROJECT AND ORDERING THE PREPARATION OF PLANS AND SPECIFICATIONS FOR CHIPPENDALE AVENUE /CSAH 42 STREET AND UTILITY IMPROVEMENTS CITY PROJECT 4344 WHEREAS, the City Council of the City of Rosemount ordered a feasibility report for Chippendale Avenue /CSAH 42 Street and Utility Improvements, City Project #344; and WHEREAS, the City Council of the City of Rosemount received the feasibility report on March 20, 2003 and ordered a Public Hearing; and WHEREAS, the City Council of the City of Rosemount has held a Public Hearing on the Chippendale Avenue /CSAH 42 Street and Utility Improvements, City Project #344. NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Rosemount hereby orders the improvements of the Chippendale Avenue /CSAH 42 Street and Utility Improvements, City Project #344. NOW THEREFORE BE IT FURTHER RESOLVED, by the City Council of the City of Rosemount hereby orders the preparation of plans and specifications for the Chippendale Avenue /CSAH 42 Street and Utility Improvements, City Project #344. The proposed assessments for the properties located along Chippendale Avenue south of CSAH 42 are based on Option 1 as shown in the feasibility report. The proposed assessments for the residential properties located along Chippendale Avenue north of CSAH 42 are based on the current street assessment rate shown in the Schedule of Rates and Fees for 2003.
