Please find attached to this item a proposal from WSB & Associates, Inc. for the development of a Pavement
Management System utilizing a software program, ICON, which is developed and supported by Goodpointe of
St. Paul, MN. As previously discussed, the implementation of this Program will allow City Staff to better
monitor, predict and plan for street maintenance as part of the annual budgeting process and 10 -year CIP
development and will provide information for use by Council and City Staff to effectively allocate financial
resources for projects.
The initial cost for the setup of the Pavement Management System is $9,200. Funding for this initial cost will
come from the Street Budget and Street CIP Reserve Fund. Future annual costs of $4,100 to update and
maintain the system are proposed to be included within future budgets as a budget operation line item.
Staff is recommending Council authorization of this item.
RECOMMENDED ACTION: MOTION TO AUTHORIZE THE DEVELOPMENT OF A PAVEMENT
MANAGEMENT SYSTEM PER THE ATTACHED PROPOSAL FROM WSB & ASSOCIATES, INC. IN
THE AMOUNT OF $9,200.

RESOLUTION 2003 -25
A RESOLUTION RELATING TO
THE ROSEMOUNT PORT
AUTHORITY, AMENDING
RESOLUTION NO. 1991— 53
WHEREAS, City Council Resolution No. 1991-
53 established the Rosemount Port Authority pur-
suant to the authority of Minnesota Laws 1991,
Chapter 291, Article 21, Section 17; which reso-
lution was amended by Resolution No. 2001 -34;
and
WHEREAS, the Council has determined that it is
appropriate and in the interest of the public to
amend the resolution establishing the port author-
ity as hereinafter provided:
WHEREAS, the Public Hearing held this day has
been properly noticed and published in the offi-
cial city newspaper, The Rosemount Town Pages,
on March 7 and 14, 2003.
NOW, THEREFORE, BE IT RESOLVED, that
the City of Rosemount, Resolution No. 1991 -53,
Section 5, as amended by Resolution No. 2001-
34, is amended to read as follows:
Section 5. Governing Body.
The powers of the Authority shall be vested in the
commissioner thereof in office at any time, a
majority of whom shall constitute a quorum for
all purposes. Pursuant to Minnesota Statues,
Section 469.050, Subds. 1 and 3, such commis-
sioners shall be seven (7) in number, shall be res-
idents of the City of Rosemount and shall be
appointed and serve as follows:
All mayors and members of the city council shall
automatically be appointed commissioners for a
term that coincides with their term of office as
mayor or council member. If a mayor or council
member declines to serve as a commissioner, or
resigns from his or her position as commissioner,
a vacancy is created which shall be filled by
appointment by the mayor with the approval and
consent of the council. The appointment so made
shall be for a term in office of the individual
council member whose resignation or decision
not to serve as a commissioner created the vacan-
cy.
Commissioners who are not members of the
council shall be appointed for terms of six (6)
years. If a vacancy occurs in seat so appointed,
including a vacancy created when a commission-
er becomes a member of the city council, a
replacement shall be appointed by the mayor sub-
ject to approval and consent of the council.

NOTICE IS HEREBY GIVEN that sealed bids
will be received by the City of Rosemount at the
office of the City Clerk until 10:00 A.M., May 2,
2003, at the Rosemount City Hall, 2875 145th
Street West, Rosemount, MN, and will be pub-
licly opened and read at said time and place by
representatives of the City of Rosemount. Said
proposals for the furnishing of all labor and
materials for the construction, complete in- place,
of the following approximate quantities:
The bids must be submitted on the Proposal
Forms provided in accordance with the Contract
Documents, Plans, and Specifications as prepared
by WSB & Associates, Inc., 4150 Olson
Memorial Highway, Suite 300, Minneapolis, MN
55422, which are on file with the City Clerk of
Rosemount and may be seen at the office of the
Consulting Engineers or at the office of the City
Clerk.
Copies of Proposal Forms and the Plans and
Specifications for use by contractors submitting a
bid may be obtained from the Consulting
Engineers, WSB & Associates, Inc., 4150 Olson
Memorial Highway, Suite 300, Minneapolis, MN
55422, upon deposit of Fifty Dollars ($50.00)
(non- refundable) per set, which includes Twenty -
Five Dollars ($25.00) for the Standard City of
Rosemount Specification. If you have purchased
plans in Rosemount in 2003 and already have the
City Specification, the plans can be purchased for
Twenty -five Dollars ($25.00). Once a Standard
City of Rosemount Specification is purchased,
future purchase of plans may not require addi-
tional purchase of the Standard City of
Rosemount Specifications for the year 2003.
No bids will be considered unless sealed and
filed with the City Clerk of Rosemount and
accompanied by a cash deposit, cashier's check,
or certified check, or bid bond made payable to
the City of Rosemount for five percent (5%) of
the amount bid, to be forfeited as liquidated dam-
ages in the event that the bid be accepted and the
bidder fail to enter promptly into a written con-
tract and furnish the required bond.
No bids may be withdrawn for a period of forty -
five (45) days from the date of opening of bids.
The City of Rosemount reserves the right to
reject any or all bids.

PUBLIC NOTICE
Notice is hereby by given announcing the start
of a 30 -day public comment period on proposed
amendments to the Dakota County HOME
Investment Partnership (HOME) Program's
Budget for Program Years 2000, 2001 and 2002.
Proposed amendments to the HOME Program:
The Scott/Carver/Dakota CAP Agency has,
requested HOME funds for Community Housing
Development Organizations (CHDOs) in the
amount of $123,743 to assist with the acquisition
of a multi - family building located in the city of
South St. Paul, MN. The proposed amendment
consists of budgeting $123,743 to the
Scott/Carver/Dakota CAP Agency for this acqui-
sition. This amendment budgets the 2003 Dakota
County CHDO fund allocation.
The Dakota County Community Development
Agency (CDA) has identified a site located at
65th Street East and Carmen Avenue East in
Inver Grove Heights as a potential site for
affordable rental housing. The proposed amend-
ment reprograms $250,000 from another CDA -
owned affordable rental housing development
for seniors that can utilize other sources for new
construction. This amendment reprograms
HOME funds from Dakota County's 2000, 2001
and 2002 funding years.

a VARIANCE to Front, Side and
Rear Yard Setbacks
TO WHOM IT MAY CONCERN:
NOTICE IS HEREBY GIVEN, the City Council
of the City of Rosemount will hold a Public
Hearing to consider the item listed below on
Thursday, April 17, 2003, in the Council
Chambers of the City Hall, 2875 145th Street
West, in Rosemount, Minnesota, beginning at
7:30 p.m. or as soon thereafter as - possible. The
Public Hearing pertains to 12355 Blanca Avenue
in Rosemount, Minnesota.
The purpose of the public hearing is to receive
public comment on the appeal of a variance to
front, side and rear yard setbacks denied by the
Board of Appeals and Adjustments.
Persons wishing to speak on this issue are invit-
ed to attend and be heard at this scheduled pub-
lic hearing. Formal written comments will also
be accepted prior to the meeting dates. Please
