Montgomery Meadows Inc. has requested an amendment to their original liquor license in order to have outdoor
sales for special events. Their business, Shenanigan's, is located at 14605 South Robert Trail. Owner, Michael
Herrmann, has provided a drawing placing a tent structure on the south side of the building with fencing to
restrict entrance to the tent only after entering the building.
Mr. Herrmann has indicated that this is on a trial basis to encourage business. Leprechaun Days, St. Patrick's
Day, and perhaps a fall event will likely be the only times this is used. However, the outdoor serving is similar
to McDivot's or City Limits patios and could be used more frequently if no conditions are placed on usage.
Because this is not a permanent structure with permanent fencing and traffic flow into the parking lot will be
altered to accommodate the tent, staff feels it would be best to limit the number of events to six or less within a
year. Police Chief Kalstabakken would like to maintain peace and order because of the proximity of the
residential area to the west of this commercial area. Kalstabakken has proposed five conditions to maintain
noise and crowd control. The traffic flow pattern and parking will be further studied by our Planning
Department.
This amendment to the liquor license can also be reviewed at the normal renewal time, December, if there are
concerns that develop.
RECOMMENDED ACTION: MOTION to approve A RESOLUTION TO AMEND THE ON -SALE
LIQUOR LICENSE FOR MONTGOMERY MEADOWS INC., DBA/SHENANIGAN'S,
14605 SOUTH ROBERT TRAIL, to allow six or fewer special events that may have liquor sales outside,
contiguous to their building.

I am writing to request a temporary liquor license extention for Shenanigan's Pub on the dates of Friday,
July 25` and Saturday, July 26' During Leprechaun days, after the park closes, there is always a flood
of people that crowd the downtown businesses. These two dates provide a major source of business for
the downtown area. However the sudden rush of people at one is very difficult to keep up with in
our usual space. Therefor Shenanigan's is forced to turn business away.
Our goal is to capitalize on this opportunity by extending our business into a tent that would be
connected to our building on the South side. Attached is a blueprint of the proposed position of said tent.
The management of Shenanigan's is prepared to increase its staff and security to cover this extra area.
The area itself will be fenced in and only accessible by the front door. Two successful examples of the
tent idea can be seen on St. Patrick's Day at Bennigan's in Bloomington, and also at Captain Jack's in
Prior Lake.
Having a tent at Shenanigan's has never been done. The management feels that it will be very beneficial,
and a great way to celebrate the weekend. We do not expect or plan to do this every weekend, but being
new owners, we would really like to see how this idea may help business. If all goes well, this style of
celebration could be used for other special occasions, like St. Patrick's Day.
Shenanigan's does not intend to try and take business away from the park. In fact our activities in the
tent would not be utilized until after park close. We would like to have a band play there until close.
This weekend only comes around once a year, and though the park may close at 10:30, people don't just
go home. The people are going to seek their entertainment elsewhere. If Shenanigan's is allowed to
have a tent and possibly a band one night, at least the people will stay in Rosemount.
Finally, in order to make this the most beneficial weekend, it is important that we advertise. The more
time Shenanigan's has to do so, the better. We understand that this may seem like a lot to ask, but I
would like to stress once again, that this has never been done here. If it is going to work, this would be
the time. Shenanigan's management would use this opportunity as a barometer to measure other events.
We at Shenanigan's appreciate your time and consideration in this matter. Our business can only
succeed if Rosemount does. We feel that the extra space will only improve an already successful
weekend.

SUBJECT: Liquor License Amendment — Shenanigan's
The owner of Shenanigan's has requested an amendment to the liquor license allowing
the placement of a tent adjacent to the building to expand the establishment's capacity. It
also appears that the owner intends to have a band play at the business - possibly in the
tent.
This requested expansion of the seating capacity into a tented area has the potential for
problems unless restrictions are placed on the use of the expanded area. Issues that may
arise include noise, parking, access to underage drinkers and alcoholic beverages leaving
the premises. It is recommended that if Council chooses to grant the requested
amendment, that the following restrictions be placed on the applicant.
1. No live music, amplified music or other sound or other PA system is allowed to
be used outside in the tented area after 11:00 p.m.
"Note: Musical entertainment in Central Park is ended at 11:00 p.m.
because of concern for the noise creating a disturbance for area residents.
2. The tented area shall be enclosed with fabric, or if not enclosed with fabric a
fence must surround the tented area.
3. If a fence is used to surround the area, Shenanigan's must provide staff to monitor
the perimeter to prevent customers from passing drinks outside the fenced area
and from jumping/climbing over the fence to gain access.
4. There shall be only one (1) access point leading directly from the parking lot into
the tent area. Shenanigan's personnel must staff this entrance at all times to
control access and egress. Additional access leading directly from the existing
building to the tented area is permitted.
5. Wait staff must serve all liquor served in the tented area from the existing bar
area. A portable bar area is not permitted in the tented area.

A RESOLUTION TO AMEND THE ON -SALE LIQUOR LICENSE
FOR MONTGOMERY MEADOWS INC., DBA/SHENANIGAN'S,
14605 SOUTH ROBERT TRAIL
WHEREAS, Montgomery Meadows Inc. has requested an amendment to their original liquor
license in order to have outdoor sales for special events;
WHEREAS, there is a residential area to the west of this commercial area;
WHEREAS, City Staff must attempt to maintain peace and order, noise and crowd control;
NOW THEREFORE, BE IT RESOLVED, that the City Council of the City of Rosemount
supports the amendment to this liquor license with the following conditions applied:
1. Limit the number of special events to six or less per year.
2. No live music, amplified music or other sound or other PA system is allowed to be used
outside in the tented area after 11:00 p.m.
3. The tented area shall be enclosed with fabric or fence or a combination of the two and
shall be considered a temporary structure, allowed to be erected for only three days at a time.
4. There shall be only one (1) access point leading directly from the parking lot into the tent
area. Shenanigan's personnel must staff this entrance at all times to control access and egress.
Additional access leading directly from the existing building to the tented area is permitted.
5. Wait staff must serve all liquor served in the tented area from the existing bar area. A
portable bar area is not permitted in the tented area.
ADOPTED this 1 st day of July, 2003, by the City Council of the City of Rosemount.
