The City of Rosemount is recognized as being a Community of Promise, thus making the City eligible to apply
for an AmeriCorps Promise Fellows Initiative Grant. In 2002, the Parks and Recreation Department received a
grant that allowed the City to host an Organizational Promise Fellow to further, community awareness of
America's Promise. We again have the opportunity to host an Organizational Promise Fellow. This grant is not
a new grant but rather an extension of the 2002 grant. The grant is for $17,725.00 in exchange for one year of
service (1700 hours). The Promise Fellow will receive a living allowance of $13,000, health benefits from the
Faribault School District and an education award of $4,725 that can be used to finance higher education or help
pay off student loans;
The new Promise Fellow will be charged with furthering our community's awareness of positive youth
opportunities in Rosemount and to interact with all ages to gather information to better meet the recreational and
social needs our local youth.
The five promises of "America's Promise — Alliance for Youth", include:
1. Mentor: Ongoing relationships with caring adults- parents, mentors, tutors or coaches.
2. Protect: Safe places with structured activities during non - school hours.
3. Nurture: A healthy start and future.
4. Teach/Learn: Marketable skills through effective education.
5. Serve: Opportunities to give back through community service
The proposed work items for the Promise Fellow include Teen Night, Public Achievement, after school
activities at the Family Resource Center (FRC), job shadowing and volunteer opportunities.
The fellow would have a workstation at the Rosemount Community Center and would be supervised by the Lisa
Maurer, Recreation Supervisor. The cost for hosting a fellow would be $5,000. The City would also provide in-
kind services in the form of workspace, phone, copying, faxing and computer use. The funding source that has
been identified to cover the costs is the Crime Reduction Project Fund.
The proposed start date for the promise fellow would be Wednesday, July 2, 2003.
RECOMMENDED ACTION: Motion to receive the AmeriCorps Promise Fellow Initiative Grant
Extension.
