When the contract for these services was brought to Council, the portion of the contract for providing construction administration and project management was not approved at the request of staff. Staff felt it was best to review the in -house options available to provide these services based on the staffing levels at the time of construction. After reviewing our current options, staff is recommending that the City contract with Larsen Engineering to provide construction administration and project management for the Bloomfield Park project. The contract is written not to exceed $17,000.00 for the construction administration and project management services. RECOMMENDED ACTION: Motion to approve the attached contract with Larson Engineering to provide construction administration and project management for the Bloomfield Park project. Dear Dan: We are pleased to submit the following proposal to provide engineering services for the above referenced project. PROJECT DESCRIPTION The project is located in the Bloomfield 4 Addition and the subdivision developer has rough graded the site for the Park. We have prepared the design and bidding documents and obtained bids from several local contractors. The bid has been awarded to Frattalone Paving, Inc. PROJECT APPROACH Phase III — Construction Administration and Project Management Construction Administration commences when the City approves the Contractor. At that time we will notify the Contractor of the Award, prepare contracts between the Owner and Contractor, send letters requesting the Contractor obtain and send the Owner the required Workmanship and Performance Bonds, and Certificate of Insurance. An additional letter will be submitted listing all the required material submittals to be forwarded to the Engineer prior to commencing work. When the project draws near, our personnel will provide the following tasks: • Conduct the Pre - construction meeting, record minutes and distribute to the appropriate parties. • Review, approve or disapprove construction material submittals, such as bituminous mix design, base aggregate type and grading, color coating materials, Portland cement concrete mix designs, etc. • Monitor the project through the on -site Inspector. In the event an unexpected situation arises, the Project Manager, who is the Design Engineer, is immediately notified and available to assess the situation and quickly resolve the issue with minimum delay to the construction process. • Review and verify Contractor progress payments. • Check and verify compliance with required testing. • Monitor the Contractor's work schedule • Provide Intermittent inspections during all phases of the project, except during the bituminous paving. • Perform Full -Time inspections during all bituminous pavement placement. • During Portland cement concrete placement, our personnel will verify that the concrete delivered is the approved mix design, and that quality control testing personnel are on- site to test for entrained air content, slump and to cast 6" by 12" concrete cylinders for 7 and 28 day compression strength testing. • Electrical engineer will review shop drawings and perform an inspection at the end of the electrical installation to assure that the system has been property installed according to the design drawings. • Conduct a Pre -final inspection and provide a list of items to correct prior to the Final Inspection. • Perform the Final Inspection with Owner's Representative and Contractor • Obtain a materials and workmanship warranty from the Contractor. • Provide the Owner with a completed Project Manual at completion. This record organizes and documents all activities obtained during construction as future reference material. ENGINEER'S FEES Phase III We propose to perform the Construction Administration and Project Management services as stated above for a fee Not To Exceed $17,000.
