This report addresses the construction of streets and utilities within the Biscayne Pointe 5 th Addition, along with the estimated costs and proposed funding. The Feasibility Report includes the remaining individual area within the Biscayne Pointe development to address the infrastructure needs and impacts on a regional basis. At this time there is an approved plat and Subdivision Agreement for the Biscayne Pointe 5 th Addition. The developer, Heritage Development, has deposited required funds with the City. The improvements proposed will begin in the fall of 2003 or spring of 2004, depending on the status of the Connemara Trail Phase II construction proj ect. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF ROSEMOUNT, MINNESOTA: The Council receives the Feasibility Report and places it on file 2. The Council approves the project referred to as Biscayne Pointe 5 th Addition Street and Utility Improvements, City Project 4367, within the Feasibility Report. 3. EXECUTIVE SUMMARY This report is specifically written to address issues related to the development of Biscayne Pointe Fifth Addition. A map showing the project location is shown on Figure 1. The proposed improvements include the construction of city streets that consist of modified ' surmountable curb and gutter and concrete sidewalk. Utility improvements include the construction of lateral water lateral storm sewer, and lateral sanitary sewer. Ci L' The project cost for the street and utility improvements is estimated at $723,000, which includes a 10% contingency and 30% indirect costs. The project will be financed by Heritage Development. The grading has been completed as part of the Biscayne Pointe Fourth Addition grading plan. The majority of the improvements for the Fifth Addition, including the first lift of bituminous pavement and all restoration items, will be completed in 2004. This project is feasible, necessary, and cost - effective from an engineering standpoint and should be constructed as proposed herein. INTRODUCTION 2.1 Authorization On April 3, 2003, the Rosemount City Council authorized the preparation of a Feasibility Report to address development - related infrastructure costs attributed to the Biscayne Pointe Fifth Addition Street and Utility Construction project. This project has been designated as City Project No. 367. The Biscayne Pointe developer, Heritage Development, will be funding all costs associated with the Fifth Addition. ' 2.2 Scope This report addresses the construction of street and utility improvements necessary for the ' development of the Biscayne Pointe residential development located north of future Connemara Trail, east of Biscayne Avenue, south of County Road 38, and west of Akron Avenue. ' The proposed improvements include construction of streets and lateral storm sewer, watermain, and sanitary sewer systems. GENERAL BACKGROUND 3.1 Project Location (Figure 1) The project is located within the Biscayne Pointe development, which is bordered by Biscayne Pointe Fourth Addition and future Connemara Trail on the south, Biscayne Avenue to the west and County Road 38 to the north. 3.2 Existing Conditions The terrain within the project area is generally rolling hills. The grading has been completed privately during the grading operation of Biscayne Pointe Fourth Addition. Currently, there is a stockpile of select granular on -site that the developer will remove before construction begins. ' The project area is currently served by the Rosemount Water System. The system adjacent to the property, in Biscayne Pointe Fourth Addition, consists of 8 -inch DIP watermain along Birchwood Avenue. ' Sanitary sewer is present in Biscayne Fourth Addition and connects to an existing 30 -inch RCP MCES trunk line that is south of the project area. 1 Page 3 Feasibility Report Biscayne Pointe Fifth Addition Street and Utility Improvements and Appurtenant Work City Project No. 367 Rosemount, Minnesota WSB Project No. 1514 -00 Page 3 4. PROPOSED IMPROVEMENTS C � 4.1 Street (Figure 2) City streets within the Biscayne Pointe Fifth Addition will be constructed during this project. The streets included as part of the project are the extension of Birchwood Avenue, Birnamwood Trail, and 136 Street. These streets are proposed to be constructed with a width of 32 feet face -to -face with modified `S' (surmountable) concrete curb and gutter. Along all proposed streets will be a 5 -foot concrete sidewalk on one side of the street with the exception of 136 Street. It is proposed to have a 5- foot concrete sidewalk on both sides of 136 Street. The pavement section will be designed to accommodate a 9 -ton axle load, and will consist of approximately 4 inches of bituminous and 8 inches of Class 5 aggregate base over a sand base. The design of the pavement section may vary slightly, depending on existing soil conditions. 4.2 Storm Sewer (Figure 2) The storm sewer improvements include the construction of lateral storm sewer to serve the road right -of way, pond outlets, as well as the remainder of the Biscayne development. Lateral storm sewers will be constructed in accordance with State Aid standards and be designed for a 10 -year rainfall event. Stormwater will be routed in a manner consistent with Rosemount's Comprehensive Stormwater Management Plan. The development contains a pretreatment basin in the southwest corner of the development that is eventually routed to a regional pond that was constructed as part of the Biscayne Pointe Fourth Addition. 4.3 Watermain (Figure 2) Water service will be extended from the existing Rosemount Water System that is in the Biscayne Pointe Fourth Addition and proposed Connemara Trail Phase 2 project. These proposed improvements are in accordance with the Rosemount Water Supply and Distribution Plan. Eight -inch watermain will be extended throughout the development, constructed at each roadway intersection, and as needed for looping to allow for water service throughout the proposed Biscayne Pointe Fifth development. Watermain will be stubbed to the north, east, and west for future connections. Fire hydrants will be installed along city streets in accordance with City Standards. 4.4 Sanitary Sewer (Figure 2) Sanitary sewer service for the Biscayne Pointe Fifth Addition development will be provided by the Metropolitan Council Environmental Services (MCES) trunk line. Eight -inch sanitary sewer will be connected to existing sanitary sewer stubs from the Biscayne Pointe Fourth Addition and will be constructed at roadway intersections and as needed to allow for sanitary sewer service Feasibility Report Biscayne Pointe Fifth Addition Street and Utility Improvements and Appurtenant Work City Project No. 367 Rosemount, Minnesota WSB Project No. 1514 -00 Page 4 throughout the proposed Biscayne Pointe Fifth Addition development. The proposed sanitary sewer will be installed at minimum grade for future service to the north and west of the project site. The entire development area will discharge into the Metropolitan Council Environmental Services (MCES) Rosemount Wastewater Treatment Facility. 4.5 Sidewalk/Pathway (Figure 2) A 5 -foot wide concrete sidewalk is proposed to be constructed along all city streets throughout the entire development. 4.6 Private Utilities /Street Lights Electrical service to the development area will be provided by Dakota Electric Association, phone service will be provided by Frontier Communications, and gas service by Aquila. Street lights for the streets will be incorporated into the project and paid for by the developer. 4.7 Permits /Approvals Permits will be required for this project from the Minnesota Department of Health for the watermain extensions and the Minnesota Pollution Control Agency (MPCA) for the sanitary sewer extensions. The final plat requires approval by the Dakota County Plat Commission and Board of Commissioners. 4.8 Right- of- Way/Easements ' The developer, as part of the final plat, will dedicate the proposed street right -of -way and all necessary easements across the proposed Biscayne Pointe Fifth Addition development. FINANCING 5.1 Opinion of Cost A detailed Opinion of Cost can be found in Appendix B of this report. Each schedule is detailed separately. The Opinion of Cost incorporates 2003 construction costs and includes a 10% contingency factor and all related indirect costs. The indirect costs are estimated at 30% and include legal, engineering, administrative, and financing items. Construction traffic will not be allowed through the Biscayne Pointe Fourth Addition. Any delays associated with developer - related decisions will require the extension of the above -noted schedule. FEASIBILITY AND RECOMMENDATION City Project No. 367 consists of the construction of street, sanitary sewer, watermain, storm sewer, and appurtenant work as necessary to construct Biscayne Pointe Fifth Addition. It is the recommendation of WSB & Associates, Inc. that City Project No. 367 is feasible, necessary, and cost - effective from an engineering standpoint. We recommend construction of the proposed improvements as detailed in this report.
