1 am applying for this appointment because Rosemount is the place we have chosen as our home and where
we will raise our family. I want to see Rosemount's downtown flourish and not become a "ghost town" of
businesses. I am concerned that if the community of Rosemount does not work together to solve the issue of
downtown re- development, by utilizing both affected business owners & community at -large members, we
will see a decline in community pride and the risk of substantially increased crime.
Briefly describe your background, experience and any other information not previously given, which
you believe should be considered regarding the appointment you are seeking.
My experience in communication & troubleshooting, both in college and my current occupation, will be an
asset to this committee. An even greater asset is my experience gained through my education. My primary
focus in obtaining my history degree was studies on the historic preservation of communities and tying
history & the future together to create a flourishing downtown. By choosing Rosemount as the community in
which we will raise our family, I have a vested interest in seeing this city grow — not just in population, but
also in services & increased revenue. My education & my passion for community development will be an
asset to the Downtown Redevelopment Committee. �}

I have no prior experience serving on a City Commission or Advisory Committee.
Why I'm seeking an appointment:
When my husband and I chose to move to Rosemount over four years ago, we looked
forward to a smaller, yet growing community. We like the small town feel that Rosemount
has to offer to residents. Through the past four years, we now have two little boys, a
three- year -old and nine- month -old. Because I have a young family, I think that I will bring
to the Advisory Committee a necessary perspective that being a younger family who will
benefit from a revitalized downtown Rosemount. I would like to be part of the growth of
our downtown area and see great things achieved in the coming years both for the benefit
of my family as well as fellow Rosemount citizens. I would like to see the downtown area
is more attractive with both retails, social and business activities, which all are lacking at
the present moment.
My Background:
have spent the majority of my life in Bloomington, MN, where I grew up. After high
school, I went onto to pursue a degree in Arts and Humanities at Mankato State
'University. Once graduated, I moved to Eagan, MN, where I resided for three years, prior
to moving to Rosemount in March 1999. I have been employed with Blue Cross Blue
Shield of Minnesota for the past nine years as a Senior Account Manager in our Major and
National business segment.
In my role as an Account Manager at Blue Cross Blue Shield I worked with both large and
small businesses to help them achieve their health insurance goals. I have had the
opportunity to engage with these businesses to understand what they need to remain
competitive in today's marketplace. I believe this perspective, along with my residency,
will help me to be an effective Committee member in working with our retail and
commercial businesses who might wish to develop or expand in our downtown area.

interest in serving on the Downtown Rosemount Redevelopment Advisory Committee.

I would have many valuable qualities to bring to the Rosemount Downtown Redevelopment
Committee. With 10 years experience in the newspaper industry, I have written and
researched many stories about downtown redevelopment efforts in the cities of Redwood
Falls, Northfield and Anoka. Each of these communities took unique and successful
approaches to revitalizing the economic and social fabric of their downtowns. I can bring this
knowledge of what works — from grants to streetscapes — to the committee. I know the
process of redevelopment. I have reported on cities' efforts to collect public input through
design charette meetings, advance their plans through committee review and council approval
according to comprehensive plan and zoning codes and put those plans into action.
The work of this committee will be important to the future of Rosemount. One of the reasons
I chose to move to Rosemount and live near its downtown core was the positive sense of
place it conveyed. Historic downtowns link us to the past, while providing access to services
of the present like a hardware store, a barber shop and restaurants. Enhancing the core of
retail, commercial and residential must be developed with a vision. Currently Rosemount
binds its ties to the past through the settlement of Irish immigrants to the community. This
link continues to this day and can provide a central theme to advance Rosemount's goals.
Major retailers have already encroached on Rosemount's business market. Rosemount must
find a way to tout its unique retailers and find its niche in the midst of stiffer competition for
consumers' dollars. The key lies in the city and retailers' ability to guide and market its prod-
ucts and services. Keeping and locating a wide range of housing options near the downtown
core is also essential.
I have served on a variety of community- oriented committees, including those planning a
communitywide festival, a group providing car and child care for low income residents and a
task force charged with helping to reduce suicide rates in an outstate community. I know how
to work with a group to bring forth a range of ideas, consider them thoroughly and build con -
sensus toward a solution to challenges.

One of the goals set by the City Council is to continue with the Downtown Redevelopment in Rosemount. This
goal included creating a citizens advisory committee to revisit the Downtown Rosemount Redevelopment Plan
that was prepared by URS in 2002. The previous City Council did not approve the Plan. This committee would
review.the draft plan, evaluate current market and financial conditions, solicit community input, and make a
recommendation to the Port Authority on a final redevelopment framework.
The make up of the committee would be eleven members as follows:
2 City Council Members - designated by the City Council
2 Port Authority Commissioners - designated by the Port Authority
1 Planning Commissioner - designated by the Planning Commission
3 Business Representatives — designated by the Rosemount Chambers Steering Committee
3 Residents at large - public notice /advertisement with an application process
Staff recommends beginning this process by establishing the committee by motion and advising staff to proceed
with public notice for the application process.
RECOMMENDED ACTION: MOTION to establish the Downtown Redevelopment Citizen Committee
and begin recruitment as designated including public notice for application.
