On Friday, August 29, 2003, bids for the referenced project were received, opened and read aloud publicly. The
project is located north of the Biscayne Pointe Fourth Addition and consists of street and utility construction for
this 31 unit residential development. The majority of the public improvements for the Biscayne Pointe Fifth
Addition, including first lift of bituminous will be completed in 2003. The developer of the Biscayne Pointe
Fifth Addition, Heritage Development, will be funding all costs associated with the street and lateral utility
improvements as previously presented in the Feasibility Report for this project.
There were a total of five bidders with Contractors Edge, Inc. being the low bidder at $533,919.88.
Staff recommends adopting a resolution receiving the bids and awarding the bid to the low bidder,

A RESOLUTION RECEIVING BIDS AND AWARDING CONTRACT
FOR THE BISCAYNE POINTE 5 TH ADDITION STREET AND UTILITY IMPROVEMENTS
CITY PROJECT NO. 367
BE IT FURTHER RESOLVED, by the City Council of the City of Rosemount, Minnesota, as follows:
1. All bids on construction of the Biscayne Pointe 5 th Addition Street and Utility
Improvements have been received and tabulated.
2. The bid of Contractors Edge, Inc. in the amount of $533,919.88 for the construction of
said improvements is in accordance with the plans and specifications and advertisement
for bids and is the lowest responsible bid and shall be and hereby is accepted.
3. The Mayor and Clerk are hereby authorized and directed to enter into a contract with said
bidder for the construction of said improvements for and on behalf of the City of
Rosemount.
4. The City Clerk is hereby authorized and directed to return forthwith to all bidders the
deposits made with their bids, except that the deposit of all successful bidder and the next
two lowest bidders shall be retained until a contract has been executed.
5. Award of the bid is contingent on the determination by the City Administrator that all
necessary rights -of -entry or easements by deed or dedication have been secured for
construction of the improvements.

opened and read aloud. A total of five bids were received. The bids were checked for
mathematical accuracy and tabulated. Please find enclosed the bid tabulation indicating the

low bidder as Contractors Edge, Good Thunder, Minnesota in the amount of $533,919.88.
We recommend that the City Council consider these bids and award a contract to
Contractors Edge, Inc. based on the results of the bids received.
