Owner Michael Herrmann of Shenanigan's Pub, 14605 S. Robert Trail has requested an amendment to his
Liquor License to serve intoxicating liquor outside his building. Attorney LeFevere has indicated that as long as
this is contiguous to the building, it can be seen as an expansion within his current liquor license. The attached
site drawing shows the area placed to the south side of his building. This area would be completely fenced and
patrons would have to enter the tent by coming through the building.
Any change to a liquor license must have a Public Hearing. Staff suggests that this hearing be held on July 1,
2003. Mr. Herrmann would like this amendment for the Leprechaun Days celebration and would like to
advertise the event properly.
RECOMMENDED ACTION: MOTION to set a public hearing to amend the On -Sale Liquor License for
Shenanigan's Pub, 14605 S. Robert Trail, on July 1, 2003, at the regular City Council meeting.

Rosemount Council Members:
I am writing to request a temporary liquor license extention for Shenanigan's Pub on the dates of Friday,
July 25` and Saturday, July 26"t. During Leprechaun days, after the park closes, there is always a flood
of people that crowd the downtown businesses. These two dates provide a major source of business for
the downtown area. However the sudden rush of people at one time is very difficult to keep up with in
our usual space. Therefor Shenanigan's is forced to turn business away.
Our goal is to capitalize on this opportunity by extending our business into a tent that would be
connected to our building on the South side. Attached is a blueprint of the proposed position of said tent.
The management of Shenanigan's is prepared to increase its staff and security to cover this extra area.
The area itself will be fenced in and only accessible by the front door. Two successful examples of the
tent idea can be seen on St. Patrick's Day at Bennigan's in Bloomington, and also at Captain Jack's in
Prior Lake.
Having a tent at Shenanigan's has never been done. The management feels that it will be very beneficial,
and a great way to celebrate the weekend. We do not expect or plan to do this every weekend, but being
new owners, we would really like to see how this idea may help business. If all goes well, this style of
celebration could be used for other special occasions, like St. Patrick's Day.
Shenanigan's does not intend to try and take business away from the park. In fact our activities in the
tent would not be utilized until after park close. We would like to have a band play there until close.
This weekend only comes around once a year, and though the park may close at 10:30, people don't just
go home. The people are going to seek their entertainment elsewhere. If Shenanigan's is allowed to
have a tent and possibly a band one night, at least the people will stay in Rosemount.
Finally, in order to make this the most beneficial weekend, it is important that we advertise. The more
time Shenanigan's has to do so, the better. We understand that this may seem like a lot to ask, but I
would like to stress once again, that this has never been done here. If it is going to work, this would be
the time. Shenanigan's management would use this opportunity as a barometer to measure other events.
We at Shenanigan's appreciate your time and consideration in this matter. Our business can only
succeed if Rosemount does. We feel that the extra space will only improve an already successful
weekend.

AMEND LIQUOR LICENSE for
SHENANIGAN'S PUB
NOTICE IS HEREBY GIVEN that the City Council of the City of Rosemount, Minnesota will
hold a public hearing on Tuesday, Julyl, 2003, at 7:30 p.m. or as soon thereafter as possible, in
the Council Chambers of the City Hall, 2875 145 Street West.
The purpose of the Public Hearing is to consider adding an outside area for serving intoxicating
liquor for special events at Shenanigan's Pub, 14605 South Robert Trail.
Persons wishing to speak on this issue are invited to attend and be heard at this scheduled public
hearing. Formal written comments will also be accepted. Please forward all written comments
and/or inquiries to the City Clerk or call 651- 322 -2003.
