Location: North of Connemara Trail between Evermoor Parkway and Dodd Road. Number of Lots: One lot for the park and one larger remnant outlot. Comp. Guide Plan Desig: Transition Residential Current Zoning: R -1, Low Density Residential Planning Commission Action: Recommendation of Approval (4 -1) SUMMARY This re -plat process is requested by Lundgren Bros. to take a lot platted for single family use and replat it to combine with the adjacent lot that was set aside for the private neighborhood park. The resulting park lot will be larger to accommodate the pool, which was approved by PUD Amendment earlier this year. The objective for the City is to acquire a trail easement across the property for the trail that will be connected to the City trail system. The remnant outlot A will eventually contribute land for future lots and open space outlots for parks, trails and storm -water ponding. PLANNING COMMISSION PUBLIC HEARING No one commented at the public hearing. The Commissioners requested a brief explanation of the location, the park and future development of the area. They then adopted a motion to recommend approval. One Commissioner voted against, however, without explanation. RECOMMENDED ACTION: Motion to adopt a resolution approving the Evermoor Glendalough 3 rd Addition Plat. CITY COUNCIL ACTION: CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2003- A RESOLUTION APPROVING THE REPLAT FOR EVERMOOR GLENDALOUGH 3' ADDITION WHEREAS, the Community Development Department of the City of Rosemount received an application for replat approval submitted by Lundgren Bros. for Evermoor Glendalough 3rd Addition, as required by ordinance, pertaining to land legally described as: Lot 1, Block 1, EVERMOOR GLENDALOUGH 2 ND ADDITION, according to the recorded plat thereof, Dakota County, Minnesota, as evidenced by Certificate of Title No. 125098. Outlot A, EVERMOOR GLENDALOUGH 2 ND ADDITION, according to the recorded plat thereof, Dakota County, Minnesota, as evidenced by Certificate of Title No. 125099 WHEREAS, the Planning Commission of the City of Rosemount reviewed the replat application for Evermoor Glendalough 3 Addition at their regular meeting on May 27, 2003; and WHEREAS, the Planning Commission adopted a motion to recommend approval of the final plat to the City Council as required by the Subdivision Ordinance, subject to conditions; and, WHEREAS, the City Council of the City of Rosemount reviewed the final plat application as required by the Subdivision Ordinance. NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of Rosemount hereby approves the replat for Evermoor Glendalough 3 Addition, subject to: 1. Provision and recording an easement for the trail in a form acceptable to the City Attorney and the Parks & Recreation Director. 2. Recording of Homeowners Association documents as needed to perpetually maintain the private park amenities. 3. Incorporation of engineering comments relative to drainage, grading, erosion control, and utilities. 4. Execution of a subdivision agreement to secure public infrastructure (if needed). 5. Public Hearing: Evermoor Glendalough Final Plat Revisions This is a replat requested by Lundgren Bros. to take the a lot platted for single family and replat it so it is combined with the adjacent lot that was set aside for the private neighborhood park and pool. The result would be a larger park to accommodate the pool. The City will acquire a trail easement across the property for the trail that will be connected to the City trail system. The remnant Outlot A will be future lots and open space for parks, trails and stormwater ponding. Chairperson Weisensel opened the public hearing. There were no continents. MOTION by Weisensel to close the public hearing. Second by Anderson. Ayes: Messner, Zurn, Anderson, Napper, Weisensel. Nays: 0. Motion carried. There was discussion on Outlot B and location of public parks. This park will be private except of the public trail that is part of the City trail system. MOTION by Messner to recommend that the City Council approve the Evermoor Glendalough 3 rd Addition Plat subject to: I .
