Brotzler, P.E., City Engineer ,� AGEN #6 J_ ATTACHMENTS: Resolutions APPROVED BY: Z/ J On May 20, 2003, Council authorized the preparation of plans and specifications for the above - referenced project. As previously presented, this project includes the reconstruction of Chippendale Avenue from 151 Street to 149' Street with the addition of center medians, and the intersection of Chippendale Avenue and CSAH 42. Improvements at the intersection of Chippendale Avenue and CSAH 42 include the reconstruction and addition of turn lanes and the installation of a new signal system. For Chippendale Avenue between 149 Street and 145 Street, the proposed improvements include the milling and resurfacing of Chippendale Avenue with a 2 -inch overlay, and the addition of a new concrete sidewalk on the west side of Chippendale Avenue and reconstruction of the existing bituminous trail on the east side of Chippendale Avenue. Following the public hearing on May 20, 2003, mediation was held with representatives of Holiday and Carlson Properties to address the construction of a center median on Chippendale Avenue from CSAH 42 to 151 Street. Presented at that meeting was a proposal to construct a raised median from CSAH 42 to the driveway entrance to Holiday /Carlson Properties with the remainder of the median to be completed with striping. This proposal was determined to be acceptable for all parties at this time and is included as part of the final design. To address the future anticipated need to construct a full raised median from CSAH 42 to 151 Street, the attached resolution identifies traffic volume and operation parameters that upon a documented occurrence of one of the parameters, the City and property owners will reconvene to address the issues. A copy of the plans is on file in the Engineering Department. Staff recommends that Council adopt a resolution receiving the plans and specifications and authorizing the advertising of bids for the project and that Council adopt a resolution identifying parameters for the continued safe operation of Chippendale Avenue from CSAH 42 to 151 Street. RECOMMENDED ACTION: 1.) MOTION TO ADOPT A RESOLUTION RECEIVING PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT OF BIDS FOR CHIPPENDALE /CSAH 42 STREET AND UTILITY IMPROVEMENTS, CITY PROJECT #344. -AND - 2.) MOTION TO ADOPT A RESOLUTION IDENTIFYING PARAMETERS FOR THE CONTINUED SAFE OPERATIONS OF CHIPPENDALE AVENUE FROM CSAH 42 TO 151 STREET. COUNCIL ACTION: CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2003 — A RESOLUTION IDENTIFYING PARAMETERS FOR THE CONTINUED SAFE OPERATION OF CHIPPENDALE AVENUE FROM CSAH 42 TO 151 STREET WHEREAS, the City of Rosemount intends to reconstruct Chippendale Avenue from CSAH 42 to 151 Street including the construction of a raised median from CSAH 42 to the driveway for Holiday and Carlson Properties; and Geld. i" Wit I A eed WHEREAS, a traffic study has been conducted for Chippendale Avenue and based on said study, a full raised median should be constructed on Chippendale Avenue from CSAH 42 to 151 Street in the future to address the need or safety; NOW THEREFORE BE IT RESOLVED, that upon the documented occurrence of anyone of the following events: 1: Overall intersection LOS E (level of service E) at Chip /CSAH 42 2. LOS F at the driveway access to the commercial area 3. Daily traffic counts in excess of 11,500 4. Accidents in a year equaling — 1 fatal; or, 2 injury accidents; or, 4 involving vehicle damage 5. Northbound PM peak hour traffic on Chippendale Avenue of 675 vehicles per hour. 6. Documented queuing of traffic to CSAH 42 from the driveway to Holiday and Carlson Properties during any time of the day, any day of the week, any time of the year, as advised by Dakota County. The City of Rosemount will reconvene the property owners to evaluate safety issues before making a decision and that the construction of a "pork chop" island at the driveway to the properties will be evaluated as an interim alternative to the construction of a full raised median from the driveway south to 151" Street on Chippendale Avenue. Droste, Mayor ATTEST: Linda Jentink, City Clerk Motion by: Seconded by: Voted in favor: Voted against:_ CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2003 - A RESOLUTION RECEIVING THE PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT OF BIDS FOR CHIPPENDALEICSAH 42 STREET AND UTILITY IMPROVEMENTS CITY PROJECT #344 WHEREAS, the Utility Commission of the City of Rosemount have ordered the preparation of plans and specifications for the Chippendale /CSAH 42 Street and Utility Improvements, City Project #344 and such plans and specifications have been presented to this Council for approval: NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota: 1. Such plans and specifications are hereby approved and ordered placed on file in the office of the City Clerk. 2. The City Clerk shall prepare and cause to be inserted in the official City newspaper and the Construction Bulletin an advertisement for bids upon the making of such improvements under such approved plans and specifications for City Project #344. 3. The advertisement shall be published in each of said publications at least once not less than three (3) weeks before the date set for opening bids, shall specify the work to be done, shall state the bids will be publicly opened at the Rosemount City Hall in said City and that no bids will be considered unless sealed and filed with the City Clerk and accompanied by a cash deposit, cashier's check, bid bond or certified check payable to the City Clerk for five (5 %) percent of the amount of such bid.
