The Council referred this item back to the Planning Commission and directed staff and the Commission to draft more specific language regarding siding and roofing materials as well as to inventory properties this text amendment may impact. During the June 10, 2003 Planning Commission meeting, staff presented an inventory of significant barns in the western portion of Rosemount and a revised copy of the zoning text amendment for traditional farmsteads. The Planning Commission reviewed this information and heard comments from Gary Raak of 13429 South Robert Trail. Based on this information, the Commission designated seven properties as eligible for the traditional farmstead exemption and directed staff to revise the text amendment language to be more specific regarding both siding and roofing materials. To make the text language more specific, staff contacted members of the siding and roofing industry to learn about the characteristic of these materials. Based on this information, staff revised the text amendment language to include standards for thickness, color, texture, orientation (vertical or horizontal), and lap width. Staff presented the modified text amendment language to the Planning Commission on June 24, 2003. During this meeting, the Commission reopened the public hearing and heard no additional comments from the public. After some discussion, the Commission unanimously recommended; that the City Council approve amendments to Section 7.2.A.6 regarding exterior building materials for accessory structures in the RR, Rural Residential or AG, Agricultural Districts and Section 3.2 adding definitions for both Barns and Pole Buildings. A copy of the text amendment language approved by the Planning Commission is attached for your review. RECOMMENDED ACTION: Motion to adopt AN ORDINANCE AMENDING ORDINANCE B, THE ZONING ORDINANCE, REGARDING TRADITIONAL FARMSTEADS: CITY COUNCIL ACTION: CITY OF ROSEMOUNT EXECUTIVE SUMMARY FOR ACTION City Council Meeting Date: July 15, 2003 City of Rosemount Ordinance No. B- AN ORDINANCE AMENDING THE CITY ZONING CODE ORDINANCE B REGARDING TRADITIONAL FARMSTEADS Exemption for Traditional Agricultural Accessory Structures THE CITY COUNCIL OF THE CITY OF ROSEMOUNT, MINNESOTA, ORDAINS AS FOLLOWS: SECTION I. Section 7.2A.6 District Development Regulations: Supplementary Regulations of Ordinance B - City of Rosemount Zoning Ordinance is amended to include the following: 7.2.A.6. Accessory Buildings: EXCEPTIONS: In RR or AG Districts (under twenty (20) acres and/or for non - agricultural use west of Akron Avenue) existing accessory structures may be exempted from aforementioned comparable exterior materials and maximum aggregate total standards. This exemption applies only in the case of structures originally constructed for agricultural use, being in existence at the time of adoption of this ordinance and qualifying as a barn under this ordinance. This exemption does not apply to pole barns or prefabricated structures and does not permit the expansion of the structure's footprint. Properties with structures (barns) qualif non for this exemption are located at the following addresses: 1. 2745 145 Street West 2. 13345 Bonaire Path 3. 12101 Dodd Boulevard 4. 12391 Dodd Boulevard 5. 3270 McAndrews Road 6. 15247 Biscayne Avenue 7. 13429 South Robert Trail Any exterior improvements to these barns must replicate the original appearance or afficultural character of the existing structure and shall be approved by the Planning Commission. Exterior materials shall be limited to wood, metal, vinyl, brick or better and be comparable with the existing conditions of the barn in the areas. of (1 ) color, (2) texture or , arg in, (3) orientation ot'siding (vertical or hozizontal), and (4), IM width. Metal siding shall be non- corrugated and have a thickness of at least 19 ORDINANCE B- millimeters while vinyl siding shall have a gauge of at least .044 inches In addition, metal or vinyl siding shall have a manufacturers' guarantee of at least 25 years. Roof materials shall be non - corrugated standing seam metal asphalt shingles, or better and shall be comparable to the original roof. Substitution of new materials will only be allowed in the case of replacing obsolescent roofing materials SECTION II. DEFINITIONS: For the purpose of this Ordinance, certain words contained herein shall be defined as follows: BARN: The largest accessory building on a pro e�rtL constructed before 1940, larger than 1,200 square feet, with a gabled or gambrel roof used for the exclusive storage of agricultural products and/or farm animals. POLE BUILDING: A square or rectangle building designed using poles in holes in the ground. These poles are generally spaced 10 or more feet apart to provide support for engineered trusses which are connected and designed to support the roof system usually consisting of purlins. SECTION II.
