Planning Commission Action: Recommendation of approval for both the preliminary plat and rezoning
SUMMARY
This PUD Final Development Plan for Bloomfield 7 th Addition is the follow -up to the Concept, which was
approved on February 20, 2003. The concept changed the housing type in this portion of the development from
40 single- family houses to 54 townhouse units.
The conditions of concept approval are:
1. Conformance with the requirements for preliminary / Final Planned Unit Development (this
application).
2. Rezoning to R -2, Moderate Density Residential.
3. Provide adequate off - street parking per a parking plan to be submitted by the developer
4. Provide enhanced landscaping to screen residences from the planned Connemara Trail overpass and
from the railroad tracks.
PRELIMINARY PLAT
The preliminary plat / final development plan is identical to the concept as approved. One street connection
occurs at Auburn path, creating a loop exclusive to this neighborhood. The compressed housing pattern allows
for more open space between the homes and the railroad tracks, which is now over 400 feet combined with open
space and railroad right -of -way.
The plan meets the minimum standards for townhouse development in terms of setbacks, dimensional criteria,
and gaps between buildings. The plan however may seem weak in terms of the conditional approval, which
required enhanced landscaping and common parking spaces serving the development.
Two options are presented to respond to the common parking requirement. The Developer's preference is
presented as on- street parking for 38 vehicles. The reasons that this may be acceptable is because the closed
loop street is public and exclusive to the development. The public street allows for the thirty -foot setback that
translates to 45 feet between the garages and the curb, leaving sufficient depth for two parking spaces between
the garage and the street. This is in contrast to the usual townhouse private street that has a twenty -foot min.
setback. The alternative solution of 90- degree parking stalls is an unacceptable arrangement because they have

direct access from a public street. The problem is that maintenance and snow plowing for the common parking
is the responsibility of the homeowners association, and the street is public.
The Landscaping meets normal expectations relative to boulevard trees and definition of the outer edge of the
development. Staff recommends that additional materials be added, particularly in response to the railroad
tracks. The grades are such that the berm is about the same elevation as the homes, but the tracks are 20 to 25
feet higher than the ground floor elevations of the houses. Therefore, staff is recommending that the most
effective additional screening would be larger over -story shade trees forming an edge immediately behind the
units, so as not to be placed in the middle of the drainage swale.
The Engineering comments have been attached.
PLANNING COMMISSION PUBLIC HEARING
No one commented at the public hearing on April 8 other than Steve Ach, of Centex and Ed Hasik, the
Developer's consultant. Discussion centered around the common parking issue and landscaping. Steve Ach
suggested limiting the landscaping condition to lots 22 -30, Block 1. The Commission did not amend the
recommended condition. Staff recommends that if the condition needs to be focused, that it be lots 19 through
42.
On April 22, the Planning Commission conducted a public hearing concerning the rezoning. No one attended or
commented, and the Commissioners quickly adopted the recommended motion to recommend the rezoning of
Bloomfield 7 th Addition to R -2, Moderate Density Residential.
RECOMMENDED ACTION:
Motion to adopt a resolution approving the Bloomfield 7 th Addition preliminary plat;
and
Motion to adopt an ordinance amending Ordinance B rezoning Bloomfield 7 th Addition to R -2, Moderate
Density Residential.

A RESOLUTION APPROVING THE
PRELIMINARY PLAT FOR
BLOOMFIELD 7 TH ADDITION
WHEREAS, the Community Development Department of the City of Rosemount received an
application from Centex Homes for approval of the Preliminary Plat for Bloomfield 7th Addition;
and
WHEREAS, on April 8, 2003, the Planning Commission of the City of Rosemount reviewed the
Preliminary Plat for Bloomfield 7 Addition and recommended approval, subject to conditions;
and
WHEREAS, on May 6, 2003, the City Council of the City of Rosemount reviewed the
Preliminary Plat for Bloomfield 7 Addition;
NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of Rosemount hereby
approves the Preliminary Plat for Bloomfield 7 Addition, subject to:
1. Compliance with the conditions of Resolution 2003 -16.
2. Incorporation of recommendations of the City Engineer specified in the attached memos
dated March 17 and revised April 30, 2003 concerning drainage, grading, streets and utilities.
3. Doubling the landscape screening with an additional row of trees between the houses and the
drainage swales along the railroad and Connemara Trail corridors.
4. Provision of 27 common off - street parking spaces at Council's discretion.
5. Homeowner's Association documents shall be recorded at Dakota County upon approval of
the City Attorney.
6. Conformance with the requirements of Final Plat including execution of a subdivision
development agreement.

Bloomfield 7` Addition
THE CITY COUNCIL OF THE CITY OF ROSEMOUNT, MINNESOTA, ORDAINS
AS FOLLOWS:
Section 1. Ordinance B, adopted September 19, 1989, entitled "City of
Rosemount Zoning Ordinance," is hereby amended to rezone from R -1, Low Density
Residential to R -2, Moderate Density Residential, the following described property
located with in the City of Rosemount, Minnesota, to -wit:
Property located in Dakota County, Minnesota, legally described as follows:
Outlot C, BLOOMFIELD, according to the recorded plat thereof, Dakota
County, Minnesota. EXCEPT those parts platted as BLOOMFIELD 3 4 th ,
and 5 th ADDITIONS, according to the recorded plats thereof, said Dakota
County, Minnesota.
Section 2. The Zoning Map of the City of Rosemount, referred to and described
in said Ordinance No. B as that certain map entitled "Zoning Map of the City of
Rosemount," shall not be republished to show the aforesaid rezoning, but the Clerk shall
appropriately mark the said zoning map on file in the Clerk's office for the purpose of
indicating the rezoning hereinabove provided for in this Ordinance and all of the notation
references and other information shown thereon are hereby incorporated by reference and
made a part of this Ordinance.
Section 3. This ordinance shall be effective immediately upon its passage and
publication according to law.

Upon review of the above - referenced Plans we would offer the following comments:
1. Stormwater calculations have been provided and will be reviewed when final grading
plans are received.
2. The emergency overflow elevation between Lot 15 and Lot 16, Block 1 can not be read
on the plans.
3. A 30 -foot wide easement is being shown for the extension of sanitary sewer and
watermain between Lot 27 and Lot 28, Block 1. The depth of the sanitary sewer requires
at a minimum a 40 -foot wide easement for the two utilities to be placed in the same
easement. Two separate 20 -foot wide easements is also acceptable.
4. The landscaping plan still shows trees proposed to be planted in areas where utilities are
proposed to be placed.

A RESOLUTION APPROVING THE
BLOOMFIELD 7 ADDITION CONCEPT RESIDENTIAL
PLANNED UNIT DEVELOPMENT AMENDMENT
WHEREAS, the Community Development Department of the City of Rosemount received an
application from Centex Homes for approval of a Concept Residential Planned Unit
Development Amendment for a 54 -unit townhouse development proposed between Auburn
Avenue and the Union. Pacific Railroad, west of the projected Connemara Trail; and:
WHEREAS, on February 11, 2003, the Planning Commission of the City of Rosemount
reviewed the Concept Residential Planned Unit Development for Centex Homes and adopted a
motion to recommend approval, subject to conditions, to the City Council; and
WHEREAS, on February 20, 2003; the City Council of the City of Rosemount reviewed the
Concept Residential Planned Unit Development for Centex Homes.
NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of Rosemount hereby

Public Hearing: Bloomfield 7 th Addition Preliminary Plat
This preliminary plat is a follow -up to the concept plan approved on February 20, 2003. There
are 22 acres located northeast of the Carriage Homes between Auburn Avenue and the railroad
tracks. The concept changed the housing type to 54 townhouse units from 40 single- family
houses. There is one street connection at Auburn Path which creates a loop exclusive to this
neighborhood. There is more open space between the buildings and the railroad tracks and
wetlands.
As a condition of approval there was an expectation for off - street common parking. The plan
shows on- street parking for 38 vehicles. This may be acceptable because the street is exclusive
to this development and that "nose -in" 90 degree parking is discouraged when they are accessed
directly from a public street. Enhanced landscaping was another condition of approval. This
plan does meet nonnal expectations relative to boulevard trees and the definition of the outer
edge of the development. With regard to the railroad tracks, Staff is recommending additional
materials be added. The tracks are 20 -25 feet higher than the ground floor elevations of the
houses so Staff recommends adding larger over -story shade trees to form an edge immediately
behind the units. Staff recommends the preliminary plat be revised to incorporate the
recommendations from the City Engineer for the City Council review and action.

There was discussion about the on- street parking and the size of the street. This is a 32 -foot
wide public street. It is reasonable that there should be enough space for parking on one side of
the street. There would be concern regarding any parking bans for snow removal, etc. There
was also discussion on the placement of the trees on the grading plan. There will be an
embankment for Connemara Trail and the railroad tracks are at a higher elevation.
Steve Ach, Centex Homes, concurs with the conditions outlined in the Staff report and City
Engineer's memo. He clarified that Lots 22 -30, Block 1 will have additional landscaping. They
feel the parking plan is comparable to a single family neighborhood since they are building a
public street to a public standard. He felt the differentiation was that this is a public street and
they are meeting setbacks and other standards similar to a single- family neighborhood. He said
the other townhome developments have private streets which are typically narrower than a public
street.
Chairperson Weisensel opened the public hearing. There were no comments.
MOTION by Messner to close the public hearing. Second by Anderson. Ayes: Napper,
Weisensel, Messner, Anderson. Nays: 0. Motion carried.
There was further discussion regarding the off - street parking.
MOTION byWeisensel to recommend that the City Council approve the preliminary plat revised
to incorporate Engineering Review Comments attached in the Andrew J. Brotzler memo dated
March 31, 2003 and also subject to:
1. Compliance with the conditions of Resolution 2003 -16.
2. Doubling the landscape screening with an additional row of trees between the houses and
the drainage swales.
3. Provision of 27 common off - street parking spaces at Council's discretion.
4. Homeowner's Association documents shall be recorded at Dakota County upon approval
of the City Attorney.
5. Conformance with the requirements of Final Plat including execution of a subdivision
development agreement.
Second by Napper. Ayes: Weisensel, Messner, Anderson, Napper. Nays: 0. Motion carried.
This project will go to City Council probably on May 6, 2003.

At the t meeting, the Commission dirxfed Staff to revise the exception to materials standards
