The week of May 11- 17, 2003 has been designated as National Police Week. This week of recognition was
first declared in 1962 when President John F. Kennedy signed Public Law 87 -726 designating the week in
which May 15 falls as National Police Week. The law was amended in 1994 when President Clinton signed
Public Law 103 -322 directing that the flag of the United States be displayed at half -staff on all government
buildings on May 15 each year in honor of those police officers killed in the line of duty.
Attached is a proclamation by the City of Rosemount identifying May 11 — 17, 2003 as Police Week and May
15, 2003 as Peace Officers Memorial Day. The proclamation is recognition of the service provided to the
public by the members of the Rosemount Police Department.
RECOMMENDED ACTION: Motion to approve a proclamation identifying May 11— 17, 2003 as Police
Week and May 15, 2003 as Peace Officers' Memorial Day.

Whereas, the Congress and President of the United States have designated May 15 as
Peace Officers' Memorial Day; and
Whereas, the members of the Rosemount Police Department play an essential role in
safeguarding the rights and freedoms of the citizens of the City of Rosemount; and
Whereas, it is important that all citizens know and understand the duties, responsibilities,
hazards, and sacrifices of their law enforcement agency, and that members of our law
enforcement agency recognize their duty to serve the people by safe - guarding life and
property, and by protecting all citizens against violence and disorder.
Whereas, the men and women of the Rosemount Police Department unceasingly provide
a vital public service;
Now therefore, I, William Droste, Mayor of the City of Rosemount, do hereby claim
May 15 as Peace Officers' Memorial Day and May 11 — 17, 2003 as Police Week in
the City of Rosemount. I further call upon the citizens of Rosemount to join in
commemorating law enforcement officers, past and present, who, by their faithful and
loyal devotion to their responsibilities, have rendered a dedicated service to their
community.
