Every year as part of Dakota County's 5 -year Capital Improvement Plan (CIP), the City of Rosemount submits a
request to Dakota County a preliminary list of projects for inclusion in the Dakota County 5 -year CIP. In past
years, this request has been in the form of a letter. Attached for Council discussion is a draft letter of project
requests that will need to be submitted to Dakota County by May 30, 2003, along with a copy of Dakota
County's schedule for the completion of their 5 -year CIP.

Coordination with Cities and Townships
April 21 or 24 County staff meet with individual city staff or townships for
May 2 "informal" 2004 -2008 CIP discussion

May 30 Deadline to receive written comments for 2004 -2008 CIP.
Early June County Transportation Department staff meets with cities and
townships at joint meeting for highway discussion.
September 12 Send draft CIP to cities.
October 24 Deadline to receive written comments on draft 2004 -2008 CIP.
November 3 Draft 2004 -2008 CIP presented to County Board.
November 11 Public hearing for 2004 -2008 CIP.
December 15 County Board adopts 2004 -2008 CIP.
January 2004 Submit adopted 2004 -2008 CIP to cities.

Re: Dakota County 2004— 2008 Capital Improvement Program
Dear Ms. Elwood:
As requested, the City of Rosemount would offer the following comments and requests for
projects as part of Dakota County's 2004 — 2008 Capital Improvement Program:
1. Right turn lane on eastbound County Road 38 and by -pass lane on westbound County Road
38 at the intersection with Shannon Parkway.
2. Advance street name signing on eastbound and westbound County Road 38 for Shannon
Parkway.
3. Signal system and intersection improvements on County Road 38 at Trunk Highway 3.
4. The City would request that funding for the reconstruction of the CSAH 42 / TH 52
Interchange be identified in future Dakota County Capital Improvement Programs. This
would also include funding for the official mapping of the CSAH 42 rights -of -way needs for
the project.
5. The City would request that funding be identified for the construction of a bituminous
pathway on the east side of CSAH 33 (Diamond Path) from CSAH 42 to Evermoor Parkway.
6. The City continues to request and fully supports the construction of a library within the City
of Rosemount.
The City supports the reconstruction of CSAH 33 (Diamond Path) from CSAH 42 to 145
Street.
8. The City supports the reconstruction and improvement of County Road 73 (Akron Avenue)
from CSAH 42 to the north corporate limits.
