As Council is aware, Staff and WSB & Associates, Inc. are currently working on the completion of a
Transportation Plan for the City of Rosemount. As the Plan is anticipated to be complete in April or May of
this year, we would like to update Council on the status of the work completed to date, remaining work to be
completed, and anticipated schedule for completion of the Plan. As shown in the attached memorandum, there
are a number of public meetings that have been conducted and additional public meetings that will be conducted
prior to the completion of the plan.

Memorandum
In June 2002 City Council authorized WSB & Associates, Inc. to work with Staff in
preparation of an update to cities transportation element of the comprehensive plan. Since
that time WSB & Associates, Inc. has worked with City Staff and other stakeholders in
preparation of the plan. Currently WSB & Associates, Inc. continues to work on the plan
development phase of the project including the final development of the transportation
model using the Dakota County model information as a base.
Two Stakeholder Meetings have been held with a third scheduled for later in March 2003.
The stakeholders include representatives from the Minnesota Department of
Transportation, Dakota County, surrounding communities, Flint Hills Research, and the
University of Minnesota. The purpose of these meetings has been to receive input and
direction from these representatives on transportation issues as they relate to the Cities
transportation plan development. In addition a public information meeting was held in the
fall of 2002 to receive public input on the transportation issued in the City.
The current schedule for the completion of the Transportation Plan Update is attached for
your information. As indicated previously we are currently in the plan development stage
of the project. The third and final stakeholders meetings will be held later in March and-
public information meeting will be held in April of 2003. It is anticipated that a final
report will be presented to City Council and Planning Commission in late April early May
2003.

1. What are your Issues /Concerns with the City's Transportation System?
Hwy. 3 north of Rosemount — Heavy traffic especially at the peak morning and
afternoon times.
2. General Comments:
I live right on Hwy. 3. Over the years, I've noticed a heavy increase in traffic due
to the residential growth south and east of Rosemount. Turning into my driveway
is very dangerous. Getting out onto the highway is just as dangerous especially in
the winter. Lower speeds and a center -turn lane would be an improvement.

Future access to Co. Rd. 42 and Hwy. 52 from my business located at 3000 145'
Street East. We do not want to be forgotten when a safe access is discussed.

Stop signs needed at old Dodd Road & Shannon Parkway. Left -turn signal
needed at Diamond Path, Shannon Parkway & Chippendale where they meet Co
Rd. 42. Stop lights at Highway 3 and Co. Rd. 46 (160 Traffic Sensitive
stoplight needed where the egress on to Highway 3 from the Marquie /Gas Supply
egress on to Highway takes place. Left turn signals at Highway 3 and 145'
Street.
