ATTACHMENTS: Letter and Agreement APPROVED BY: The Council is asked to approve the D.A.R.E. and Police Services Agreement with Independent School District #196 for the school year 2002 -2003. The City provides a police officer to provide liaison services at Rosemount High School and Rosemount Middle School. Approximately two- thirds of the officer's time is spent at RHS, while the remainder is at RMS. This is approximately a 3% increase from the funds received for the 2001 -2002 school year. RECOMMENDED ACTION: Motion to approve the D.A.R.E. & Police Liaison Services Agreement between School District #196 and the City of Rosemount for the 2002 -2003 school year. COUNCIL ACTION: ,r INDEPENDENT SCHOOL DISTRICT 196 14445 DIAMOND PATH WEST ROSEMOUNT, MINNESOTA 55068 -4199 (651) 423 -7883 FAX (651) 423 -7727 E -mail: jill.coyle @districtl96.org January 7, 2003 Mr. Gary Kalstabakken City of Rosemount 2875 145' Street West Rosemount, Minnesota 55068 Dear Mr. Kalstabakken: ■ JILL E. COYLE School District Attorney Enclosed is a copy of the annual D.A.R.E. and Police Liaison Services Agreement for the 2002 -2003 school year. The amount specified in the agreement was verified in conversation with representatives of your police department. As you may know, the Minnesota Legislature has again increased the amount that local school districts may levy, which is now called the "Safe Schools Levy," along with new stipulations and allowances on how the funds may be spent. Because of pressing needs for these funds within the district and because we increased payments for police liaison services from the levy by 20% last year, we are increasing the amount paid from the levy by approximately 3% for these services for this school year. District secondary schools will also continue to contribute to the police liaison positions out of their school budgets. Levy funding for the D.A.R.E. program has been capped at $50,000 districtwide by the Board of Education. This amount is then divided by"the'number of fifth'graders to determine the amount each department will receive per pupil served. This year's funding is $23.49 per student, up from $23.23 last year. Taking all this into consideration, the City of Rosemount will receive a total of $45,767 for D.A.R.E. ($5,684) and police liaison services ($40,083) in the four District 196 schools in Rosemount that receive such services. Professional development funds from the Safe and Drug -Free Schools Program are also available to send school liaison officers to Juvenile Officers Institute (J.O.I.). Please have the appropriate officers contact Don Brundage, our prevention coordinator, about this at 651- 423 -7773. Please review this document and return the signed copy to me. Sincerely, 1 Jill E.
