SUMMARY
Rosemount is a party to the MVTA Joint Powers Agreement that establishes the Minnesota Valley Transit
Authority. A Board of Commissioners consisting of Council members from Rosemount, Apple Valley,
Burnsville, Eagan and Savage; and Commissioners from Dakota and Scott County is the governing body.
According to the JPA: "Each party shall appoint one commissioner, one alternate commissioner, and a staff
member to serve on the Technical Work Group. The alternate commissioner and the Technical Work Group
member may be the same person." In practice, Rosemount has combined the alternate commissioner function
with a staff member from the Planning Department for the Technical Work Group.
Former Mayor Cathy Busho had previously served as the Rosemount Commissioner from 1994 through 2002.
During that time, she participated on various committees including Personnel, Suburban Transit Association,
Strategic Planning and Marketing. She also served as Board Chair for the last two years.
RECOMMENDED ACTION:
Motion to appoint Mayor Bill Drostie to the Minnesota Valley Transit Authority Board of Commissioners;
and,
Motion to reappoint Rick Pearson, City Planner as the MVTA Alternate Commissioner and Technical Work
Group member.
