In June of 2002, after reviewing and discussing the possibility of a skate park in Rosemount for one year, the
Skate Park Task Force made a recommendation to the Parks and Recreation Commission. The Task Force
recommended the City put forth $25,000 towards equipment for a Tier I Skate Park to be located in Central
Park. The Task Force recommends that the City look to local organizations for donations to fund the paving of
the second hockey rink at Central Park. This recommendation was the consensus of the group after reviewing
survey results collected at Rosemount Middle School, two public input meetings, and the input from those on
the Task Force.
The recommendation was brought to the Parks and Recreation Commission at the June 24, 2002 meeting. At the
meeting, the Parks and Recreation Commission discussed the skate park issue at length. The Commission asked
staff to bring back more information including how other communities have dealt with building their skate
parks. After a lengthy discussion, it was the consensus of the Commission that a Tier I skate park at Schwarz
Pond Park was the preferred option. The Commission recommend using $25,000 from the parks dedication
fund towards paving, fencing and equipping an area at Schwarz Pond Park for the purpose of a Tier I Skate
Park. The plan was to use the small parking lot north of the Community Center and build a paved surface to the
specifications of a tennis court. This would allow for an end use if the need for a skate park were to no longer
exist.
It is my recommendation that we spend $25,000 to purchase equipment and place it at Central Park in the paved
rink. By locating the skate park in Central Park, it allows the City to definitely have a location for the youth to
skateboard on a trial basis this spring and summer. It also provides time for staff to get a reaction from the users
and allow more time to raise funds to find a permanent home for a skate park. Also, the proposed location at
Schwarz Park raises concerns about how close it would be to the Bards Crossing housing development.
Staff would like to get direction from the council about how to proceed with the skate park issue.
