SUMMARY
Centex Homes has requested an amendment to the Bloomfield Planned Unit Development to change the housing type in
one of the easterly neighborhoods. The change from conventional single - family to 3 -unit townhouses would involve the
same amount of land, and similar street design, but with the change to a row -house design, the length of the street is
reduced, and the number of housing units is increased by an additional 35 %.
One street connection occurs at Auburn path, same as approved, and the street is a loop. The compressed housing pattern
allows for more open space between the homes and the railroad tracks. The minimum setback for single family to the
railroad right -of -way is 60 feet (usually more, however); and the anticipated distance from townhouses to railroad right -of-
way is 270 feet.
The reasons that make the amendment attractive are: 1) concentrating the dwelling units (by clustering) further away from
the railroad tracks creates more open space with additional amenity and buffer potential; 2) reduced amount of paved or
impervious surface will result in less impact on the wetland area on the west side; and, 3) increased unit counts will
increase park dedication yield.
If the amendment is not approved, the housing mix does not shift towards attached or multiple family housing. The
Bloomfield development predates the current Comprehensive Plan with an approved housing mix of 42 %attached vs. 58
% detached single family. The City Council in the past mandated that no developments would be permitted to have a
housing mix ratio exceeding the 2020 Comprehensive Plan goal of 35% attached vs. 65% detached single family.
PLANNING COMMISSION PUBLIC HEARING AND COMMENTS
No one commented at the public hearing. The Commissioners expressed their approval of the reduced wetland impact and
the additional space for buffering of the railroad right -of -way.
RECOMMENDED ACTION:
Motion to adopt a resolution approving the concept Planned Unit Development Amendment for Bloomfield
7 th Addition.

A RESOLUTION APPROVING
BLOOMFIELD 7 TH ADDITION CONCEPT RESIDENTIAL
PLANNED UNIT DEVELOPMENT AMENDMENT
WHEREAS, the Community Development Department of the City of Rosemount received an
application from Centex Homes for approval of a Concept Residential Planned Unit
Development Amendment for a 54 -unit townhouse development proposed between Auburn
Avenue and the Union Pacific Railroad, west of the projected Connemara Trail; and
WHEREAS, on February 11, 2003, the Planning Commission of the City of Rosemount
reviewed the Concept Residential Planned Unit Development for Centex Homes and adopted a
motion to recommend approval, subject to conditions, to the City Council; and
WHEREAS, on February 20, 2003, the City Council of the City of Rosemount reviewed the
Concept Residential Planned Unit Development for Centex Homes.
NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of Rosemount hereby
approves the Concept Residential Planned Unit Development for Centex Homes, subject to:
1. Conformance with the requirements for preliminary plat / Final Planned Unit Development.
2. Rezoning to R -2, Moderate Density Residential.
ADOPTED this 20 day of February, 2003, by the City Council of the City of Rosemount.
