SUMMARY
Staff has been participating in a study process that concerns the highway 52, 55 and 42 corridors.
The study is the result of a multi - agency effort led by Dakota County, MnDOT, Cities of
Rosemount, Hastings and Ninninger Township. S.E.H. is the consultant that has prepared the
study and recommendations. The goal of the process is to develop a strategy that moves traffic
safely while reducing traffic conflicts and accommodates future growth with its additional traffic
generation.
To date, the study has examined alternatives regarding the traffic on highway 55 between US 52
and the intersection of CSAH 42. The resulting recommendation is to re -route the "through
traffic" down to CSAH 42, turning Courthouse Blvd. into a local street. This is based upon the
at -grade railroad crossing, abundance of driveways and limited ability to upgrade the corridor.
The study supports a 3 /4 clover intersection for upgrading the US 52 / SCSAH 42. The northwest
quadrant would not include a loop. A series of open houses have been conducted throughout the
process at various stages of the study to present the alternatives to the public. Direct mailings
and other methods have been utilized to spread the word.
S.E.H. is preparing the Environmental Assessment (E.A.) that examines the impact of the
cloverleaf design of the 42 / 52 intersection. Staff will be prepared to discuss the "MnDOT staff
approved" layout of the intersection. The implications of the intersection are access control and
the need for supporting frontage roads. Staff will continue to negotiate with Dakota County and
MnDOT to include acquisition and related local street improvements as part of the highway
upgrade project.
