SKB Trust FundCITY OF ROSEMOUNT EXECUTIVE SUMMARY FOR DISCUSSION COMMITTEE OF THE WHOLE: OCTOBER 15, 2003 AGENDA: SKB TRUST FUND AGENDA SECTION: DISCUSSION PREPARED BY: JAMIE VERBRUGGE, CITY ADMINISTRATOR AGEN UEM # 2 ATTACHMENTS: INTERIM USE PERMIT AGREEMENT WITH APPROVED BY: EXHIBIT D; TRUST FUND DISTRIBUTION DETAIL At its meeting of October 7, 2003, the City Council authorized the Trustees of the SKB Trust Fund to increase annual distributions by the Trust from $75,000 to $100,000. Council members expressed some concerns regarding the formula for directing monies into the Trust Fund and the amount of funds that flow to the City from the operation of the SKB landfill in east Rosemount. Council requested that this item be placed on a Committee of the Whole agenda for further discussion. An Interim Use Pen (IUP) modification related to the SKB agreement was approved in March 2003. A portion of Article 21 of the IUP Agreement states, "Within one year of the date of this Agreement, SKB and the City will re- evaluate the terms of Exhibit D that relate to Community Trust Fund and the terms of the Trust documents to determine whether such terms continue to be reasonable and appropriate to the needs of the community." SKB has provided an itemization of distributions dating back to 1998. Also provided is a list of requests that were either denied or reduced. RECOMMENDED ACTION: Give staff. direction.
