They had asked the City's position on the road extension. Staff indicated that all costs for the road extension would be borne by the developer. Extension of the road also raises policy issues about future urban development in the area and the how much of the generalized area could be served by Eagan's sanitary sewer system. Further, this area is currently designated and zoned for rural residential and the presence of the toad and sanitary sewer most likely will spur further investigation by landowners about developing to urban standards. Staff is presenting this item to the Council for informational purposes and to gain feedback on the above topics. NOTES: MEMORANDUM TO: City Council Jamie Verbrugge, City Administrator FROM: Kim Lindquist, Community Development Director RE: Future Extension of 120 Street DATE: October 10, 2003 Recently staff became aware of a development proposal in the south portion of Eagan that could have some impact on Rosemount. The project, proposed by Manley Development, is located north of 120 Street east of Hwy 3. They are currently proposing a 51 urbanized single family subdivision. There would be the opportunity for a second phase of the project, to the west adjacent to Hwy 3. The proposed development of this parcel raises questions about access from the site to Hwy 3. Eagan has indicated in the past that development would be predicated on construction of 120 Street so that all traffic did not use Red Pine Lane. There has been some council turnover since then, and it is unclear if the current council would have the same opinion. The City of Eagan is undertaking a traffic study for this first phase in order to address potential traffic impacts on Red Pine Lane. It is the Eagan staff's opinion that the traffic study will find that the current proposal can move forward without the 120 Street extension. Rosemount's position on the 120 Street extension, as all new streets, is that development would pay the cost of installation. Due to its location however, some of the development would be occurring in Eagan and so timing is an issue. Staff is raising this item with the Council to see if there would be some support of installing 120 with the Eagan project, most likely the second phase of the Manley project. It is expected that Eagan would support the extension and Rosemount's position would be that the developer pay the entire cost of the road. The extension of 120 Street raises policy issues about future development in the area. Eagan has indicated that they have additional sewer capacity that would allow some MUSA development in and around that area. Rosemount's 1997 North Central Sanitary Sewer Study anticipates approximately 180 acres to be served by Eagan through gravity flow. The entire service area (under the 1997 plan) is rural residential and a significant portion is designated as transition residential. Many of the lots in the southern portion of the proposed service area are smaller rural lots where septic failure and inability to provide a secondary site may prompt the need for installation of public sanitary facilities. Staff is assuming that Manley Development will be interested in urbanized development within Rosemount if they do indeed pay for the full extension of 120 Street. According to the County information, Manley currently owns some land within Rosemount, in this area. Whether the Council wants to entertain some urban development in this area is one of the questions staff would like to discuss. It is certainly possible to support extension of 120 Street at the developers cost without permitting urban development. However, the extension of the road, and the sanitary sewer availability in the area, most likely will create some demand for development now or in the near future. From an administrative standpoint, urbanization in that area would require rezoning and a comprehensive guide plan amendment. Staff is requesting direction from the Council as to whether the City would like to pursue extension of 120 Street, at the developers cost. It appears that now, or with the second phase, would be the most opportune time to push the extension, particularly if Eagan also requires the extension. The concern is that Eagan may allow the development without requiring the road extension, especially if the traffic study finds 120 Street is not needed for servicing the project. If the Council is interested in pursuing the extension of 120 Street, staff would also work with Eagan regarding extension of sanitary sewer. The extension would be needed for the Eagan Manley development, bringing utilities close to the Rosemount border. A cooperative agreement would have to be worked out and the amount of acreage to be serviced would be part of that agreement. While staff is not necessarily championing urban development in the area, it would be advantageous to have sanitary sewer available should the need or desire arise in the future.
