In 1997, a study was completed to review the extension of sanitary sewer service to the North Central Area of
Rosemount, generally that part of Rosemount north of County Road 38, east of Trunk Highway 3 and west of
Akron Avenue. As this area is currently rural residential, the existing developed properties utilize individual
on -site septic systems. Over the years, it has been identified that several of these on -site septic systems do not
meet current codes and are failing. Due to the size of the average property, additional sites for new septic
systems are not always available which can result in a health and environmental hazard.
At this time, Staff will review the attached proposed work program to update the 1997 North Central Sanitary
Sewer Study. The proposed update to this study will include an update of the estimated costs, identification of
funding mechanisms and development of an improvement schedule.
Dave Hutton with WSB & Associates, Inc. will also be in attendance at the meeting to answer questions that the
Council may have.

Memorandum
As discussed, the following is our proposed work program for the North Central Sanitary Sewer
Project. I will be available to answer questions at the September 10, 2003 Council Work
Session.
Proposed Work Program
1. Update 1997 Study
a. Review and update sewer flows /drainage areas.
b. Revise figures to reflect what has been completed since 1997.
C. Update cost estimates.
d. Modify text, as necessary.
2. Develop staging plan based on City's overall growth strategy.
3. Develop funding plan for improvement (i.e., assessments, trunk fees, laterals, sewer and
water funds).
4. Conduct public informational meetings (4 -5 estimated).
5. Prepare detailed feasibility report for Phase 1 of the improvements.
6. Conduct public hearing to consider Phase 1 improvements.
7. Design Phase 1.
8. Easement acquisition.
• Prepare legal descriptions.
• Coordinate appraisal work.
• Negotiate final easements
9. Construction services.
