Telephone (651) 322 -2002 Why I want to serve on the Rosemount City Council: I recently ran for the position of City Council in Rosemount this past election cycle. I believe that, if a person is able, qualified and knowledgeable it is part of their civic duty to become involved in the affairs of the community of which they reside. I have the utmost and foremost respect for the current new and returning council and new mayor and believe I can be a part of the new leadership that defines what a great city Rosemount is to dive in. I have a unique perspective on state policy and legislation working for the Minnesota House of Representatives that can be drawn upon as a source for the City of Rosemount. I am currently the Vice -Chair for the Rosemount Planning Commission, which has allowed me to participate in the everyday matters that come to the attention of the city in land use and development areas of city affairs. It has also afforded me an opportunity to view areas that need to be examined, as Rosemount continues to grow, that may need to be addressed in order for older and other developing or re- developing areas of the city to address growth and potential 'redevelopment issues that may be partly outdated. I hold a firm belief in government providing services in an efficient and cost effective manner and the fundamental that government must live within its means. Being fiscally conservative, I believe in times of economic downturn, as well as, times of prosperity, that cities should work cooperatively with its neighbors for innovative ways to provide services to its citizens. I also believe that government should be limited in nature. This means that government should not try and intrude on a citizen's daily life and that government should not try to legislate and regulate every activity and event. I believe in individual property rights and the protection of those rights. Ultimately though I believe a Council Members job is to rule with a fair and open mind. It is not a council members job to have a personal agenda, which replaces the agenda of the city and the affairs of the city. A Council Member should be accessible to the residents of the city and those that have business with the city. In order for a City Council to do its job and duties it must have open channels of communication and a pulse of the residents and business interests within the city. I have a commitment to help build that relationship with the residents and business interests in Rosemount. I have a commitment to be open and fair on all issues as they are addressed by the city. I am committed to working with the mayor and current council in opening up a dialogue that is necessary for the community to feel connected to its leadership that is also necessary for Rosemount to have a community vision. I have a extensive background in transportation, land use and development issues that I hope would benefit the council, mayor and community, as well as, a wide working relationship with local, state and federal elected officials. Telephone (651) 322 -2002 Statement on Why I wish to serve on the City Council Dear Mayor Droste and Council Members: I have a strong interest in serving the residents of Rosemount in a City Council capacity and am submitting the requested information for the vacant Council seat. I have been a Rosemount resident since March 1999. As some of you may be aware, I have been previously considered for the Planning Commission and for the Parks and Recreation Commission. While I was not chosen for these positions I believe that my knowledge of state and local government along with a strong desire to serve the residents of Rosemount would have enabled me to be successful in either of these positions. I think that my experience in the Minnesota Legislature along with my work with the Southern Twin Cities Association of REALTORS® will provide a significant benefit to Rosemount residents as a Council member. I have a good understanding of how the local government aid (LGA) formula works and have a good relationship with the Met Council which in part mandates how Rosemount is developed in upcoming years. I believe that as a City Council member I will be fair and non - partisan. While I have been and am currently active within the Republican Party, I have developed very positive relationships with community members, legislators and others of all political affiliations. I think the most important component of a City Council member is to be willing to listen to residents concerns and respond to these concerns in a timely manner. And, as a City Council member I look forward to having honest discussions with other Council Members and the Mayor as we continue to move forward in Rosemount. As a homeowner and parent of two young children, I believe that I am representative of many residents in Rosemount. We have many residents who have lived in the city for a number of decades and we also have a younger generation of residents who desire to have strong and decisive leadership in their City Council. I believe that I represent this strong and decisive leadership. I believe that I will be a strong voice of reason, will be very, open to opinions of other Council Members and Mayor Droste and maybe more importantly be open to change as Rosemount continues to develop. Thank you for your consideration, Steve Wilson What Vision or Goal I have as a City Council Member As a City Council Member, I think the most important goal is to communicate to residents that I am serving them versus my own personal interests. It is my thought that the leadership in Rosemount over the past few years has not been as responsive to citizen concerns as it should be. Additionally, as a City Council member I will work with the Metropolitan Council and other agencies to ensure that we have the most flexible and affordable development policies as possible. Given that the Eastern side of Rosemount will be the most developed area in the future we need to ensure that land is affordable and that resources are available for our future residents. Lastly, as a City Council member I will work with our downtown businesses to let them know their importance in the city and to ensure them that they have a vital part in Rosemount's continued growth. Among these are Leadership, Teamwork, and Budgeting Experience. I believe I have strong leadership skills. I am a graduate of the USAF Academy. It's primary purpose is to train leaders for the US Air Force. As an officer in the military, quality leadership is demanded. The purpose of Squadron Officer's School and the Air Command and Staff College is to further hone leadership skills. Additionally, as a military pilot and a commercial airline pilot, I must exercise leadership in order to accomplish the mission set before us. I have strong teamwork skills. Running a crew aircraft, both in the military and at Northwest, requires teamwork to be successful. I have participated in many committees in my political party activities. Teamwork is vital to the group decision - making process. In addition to leadership, the Air Command and Staff College also taught about the staffing process and coordinating between and among various agencies. I also have Budget experience. I was Chief of Train f the Command Control Division of the 5th Bomb Wing. In that job I had experience with the government budgeting process at the department level. It involved setting budgets, defending budget request and prioritizing e to stay within the budget awarded my division. I also served four years on the Budget Committee for the Republican Party of Minnesota, setting it's annual budget. As Rosemount passes through the stage of small town and into suburban city, there will be many challenges facing the City Council. One can view these challenges as problems to be solved or opportunities to be embraced. I choose to look at them as opportunities that can be used toward making Rosemount a vibrant, family and business - friendly city. Statement My family moved to Rosemount in 1996 and I have watched as the city has gone through tremendous and exciting changes in this short time. I am also a small business owner with offices in Rosemount. My wish to serve relates to my family and my business. I would like to see the city focus on two areas that are important to me and many of my neighbors. The first is the lack of small businesses in the city. Given our size, the number of small businesses operating in Rosemount is disappointing. This has occurred for a variety of reasons but is no less important since we are on the verge of defining our city environment for years to come. Small businesses bring a different flavor and vitality to a city and are, I believe, critical to defining the sense of community in Rosemount. We have the opportunity to redevelop and move forward in our downtown area. There are many approaches that have been debated and discussed in addition to the plan that was developed by the Port Authority. I believe we should place more emphasis on attracting small business to our city and our downtown area specifically. Attracting more new businesses to the city will also help provide additional summer and part time jobs to our teenagers. My other goal or vision relates to the lack of "stuff to do" for the teenagers in our community. We have a movie theater and bowling alley that both require cars to get to (given the traffic on highways 42 and 3). There are limited employment opportunities for these teenagers as well. I would like to see us explore ways we can provide low -cost entertainment alternatives in partnership with other organizations or businesses. A COMMISSION MEMBER'S CODE As a commission member, I believe that the primary purposes of a commission are to achieve effective and wise guidance of the City through group thinking and action, to raise the standards of commission membership and to improve the level of services to the community which supports it. I realize that mine is a community trust, that I represent all the people and that I have a duty to the community as well as to the commission I pledge myself. Therefore, to cultivate an "educated heart" so that I may be sensitive to my obligations and relationships in this trusteeship, I subscribe to the code of an ethical person, remembering that ethics refers to what a person is morally obliged to do or not to do in a given situation. I believe that commission service can be an expression of democratic citizenship, signifying a willingness to accept community responsibility and the charge to preserve popular control of American public services. Respecting the dignity and worth of the individual, I shall base my relations with people on their qualities as individuals without distinction as to race or creed or gender or color or economic or social status. I believe that a person's greatest possession, as well as his/her greatest contribution to society, may lie in the ways in which he /she differs from me, rather than in the ways in which we are similar. I shall accept these differences and try to build a useful relationship upon them. I uphold the principles of my organization, recognizing and assuming my responsibility to establish and administer the best possible program and policies for my commission. I shall learn its programs and objectives, give to it a fair share of my time and personal abilities, keep a community wide perspective knowing that, for sound community service, my commission's work must be coordinated with the total community. I promise to be loyal to my own organization and a good neighbor to other agencies. My attitude shall be one of cooperative open- mindedness and objectivity. In carrying out my assignments, I shall be professional in realizing that it is not possible to lay down absolute rules for all situations.
