SUMMARY
Staff is processing the preliminary plat for the Minea property. The first Planning Commission
review is /was the public hearing scheduled for Tuesday, July 8. Two significant issues have
come to light that have caused staff to request this agenda item:
1. The preliminary plat falls short of total compliance with the conditions of concept
approval – primarily, the requirement for common parking. Staff understands how
requiring 1/2 space per unit might seem high, especially when some on -street parking will
be available. The standard was written at a time when all townhouse developments had
private internal streets that were narrow (no room for parking) and setbacks of only
twenty feet. In addition, the Fire Marshal will accept fire sprinklers in the large
townhouse buildings in lieu of the looped private streets. However, there may be other
good reasons for looping or connecting some or all of these private streets – trash pick -up
being one of them.
2. Landscaping the pond / wetland buffer zone and open space. Council direction was to
create something special for these spaces. A lot is riding on how these spaces are treated,
because the concentration of density through the townhouses is what the Developer gets
in return. There is no formula or specification to give direction on what would be
acceptable. The Developer has proposed some plantings, trails and even bird - houses in
an attempt to respond the direction. The wetland area is protected by a 75 ft. buffer -
zone, an area that prohibits any impact. In addition, there is a 150 ft. setback for
buildings, essentially doubling the buffer -zone, although this area is available for back
yards. The plan has been revised to create an outlot that generally corresponds to the
wetland buffer- zone.
Council direction is requested to enable the Developer and Staff to ensure that Council
expectations are met with the revised preliminary plat.

The Vineyard Collection
The Vineyard Collection reflects the next generation of traditioanl one -level style
townhomes. Now featuring a new two -story design, with main level master
bedroom, which emphasizes height and proportionality across the length of the
building.
The homes mass towards the center, rising from the perimeter achieving a balanced
elevation. Entry locations optimize the indoor /outdoor relationship. Exterior
feature elements include: architectural columns, appropriate use of brick accents,
varying siding exposures, gable treatments, window crossheads and shutters.
