The intent is simplify and consolidate the review process and the sequence of meetings that are an integral part. The attachments illustrate the current system of two Planning Commission meetings and two Council meetings a month. Proposal One regular Planning Commission meeting per month for Development related applications. The alternate meeting would be available for variances and Planning Commission work- sessions as needed. That way, Citizens still have the accessibility of variance hearings twice a month, but it would give developers additional (realistic) time for revisions, so that affected property owners in the neighborhood do not feel like they have to attend weekly meetings. The process would benefit from a more manageable pattern of application review. The current system of two application deadlines a month creates overlapping workloads, that gets . cumbersome when plan revisions start to occur. All of these things need to be tracked given the demands of the "60 -day" law. The obvious negative aspect of this proposal is that a monthly meeting can often be quite long. Cities such as Eagan, Apple Valley and Lakeville have monthly Planning Commission meetings that often go until midnight. Those cities however, do have more agenda items, given the larger populations and current pace of development. The length of the process will not change, nor will the public hearing requirements. The change will result in a more cohesive review pattern and a fringe benefit would be to enhance the systematic approach for plan revisions occurring during the process, and motivation for developers to respond to City direction. rL ,4rY'N1ty G Aa i�ycoiS First week 1. Public Hearing Notices to official newspaper. 7. Send out mailings. Third Week 8. End of 10 -day acceptance period — Determination the application is complete. 9. Development Review Committee — Finalize Staff recommendation. 10. Prepare Staff report / recommendation. 11. Planning Commission Packet assembled, copied and delivered. Fourth Week 9. Planning Commission Public Hearing Staff overview /presentation Applicant/Developer's Comments Public Comments Commission discussion / action / recommendation. 10. Prepare meeting minutes. Fifth Week 11. Staff Development Review Committee (discuss possible revisions) 12. Prepare Staff report / recommendation 13. Planning Commission Packet assembled, copied and delivered. Sixth Week 14. Planning Commission Meeting (if needed for plan revisions). 15. Prepare meeting minutes. 16. Prepare Staff / report; draft resolution / ordinance. 17. City Council packet assembled, copied and delivered. Seventh Week 18. City Council Meeting. 19. Prepare minutes, resolutions as needed. Eiath Week 20. Planning Commission Meeting. Ninth Week 21. City Council Meeting. 22. End of Statutory Sixty -Day Review Period — Extension letter sent if needed.
