Bids were received for the above- referenced project on Monday, July 15, 2002, and were
opened and read aloud. A total of three bids were received. The bids were checked for
mathematical accuracy and tabulated. Please find enclosed the bid tabulation indicating the
low bidder as Valley Paving, Inc., Shakopee, Minnesota in the amount of $2,128,583.16.
We recommend that the City Council consider these bids and award a contract to Valley
Paving, Inc. based on the results of the bids received.

Memorandum
As you are aware, bids were received for the above- referenced project on Monday, July
15, 2002. Based on the low bid amount of $2,123,583.16 and adding 30% for indirect
costs, the total project cost is $2,767,158.11. This total project cost is $340,000.00 higher
than the estimated project cost used when bonds were sold for the project in June.
In 2001, 5671,000.00 was transferred from the Street CIP Reserve Fund to the TH 3
project account for the Phase II (145' Street to Lower 147 Street) project. As this
project was not completed in 2001 and has been included in the project before you
tonight, these funds remain available in the project account to fund the $340,000.00
difference in project costs.
Council adoption of the attached resolution to award the contract to Valley Paving, Inc.
will constitute approval of the funding for the project cost.
ADOPTED this 16 day of July, 2002.

A RESOLUTION RECEIVING BIDS AND AWARDING CONTRACT
FOR THE TRUNK HIGHWAY 3 IMPROVEMENTS
BETWEEN 145 STREET AND CSAH 42
CITY PROJECT #318
BE IT FURTHER RESOLVED, by the City Council of the City of Rosemount, Minnesota, as follows:
1. All bids on construction of the Trunk Highway 3 Improvements between 145` Street and
CSAH 42 are hereby received and tabulated.
2. The bid of Valley Paving, Inc., in the amount of 52,128,583.16 for the construction of
said improvements are in accordance with the plans and specifications and advertisement
for bids is the lowest responsible bid and shall he and hereby is accepted.
3. The Mayor and Clerk are hereby authorized and directed to enter into a contract with said
bidder for the construction of said improvements for and on behalf of the City of
Rosemount, contingent upon Mn'DOT concurrence with the bid of Valley Paving, Inc.
4. The City Clerk is hereby authorized and directed to return forthwith to all bidders the
deposits made with their bids, except that the deposit of all successful bidder and the next
two lowest bidders shall be retained until a contract has been executed.
5. Award of the bid is contingent on the determination by the City Administrator that all
necessary rights -of -entry or easements by deed or dedication have been secured for
construction of the improvements.
