The Council is asked to approve the appointment of Emao Morgan to the position of police officer. Mr.
Morgan has completed the necessary training to be licensed by the Minnesota Peace Officer Standards and
Training Board. He has a Bachelor of Arts degree from Louisiana Technical University in Ruston, Louisiana
and recently graduated from the Minnesota Police Corps program. As part of the process to be accepted into the
Police Corps program, Mr. Morgan completed a competitive selection process.
Staff interviewed two candidates from the Police Corps program. After the interviews and background
investigation of the candidates, Emao Morgan is the candidate recommended for appointment to the police
officer position. His appointment is conditional upon his successfully completing a medical evaluation. As part
of the Police Corps selection process, Morgan did complete a psychological evaluation and it is recommended
that the City accept that evaluation. The Police Corps' psychological evaluation did meet the POST Board and
City's standards.
This position was approved in the 2002 budget and brings the number of licensed police officers to seventeen
on the police department. If approved, Mr. Morgan's expected start date will be Monday, June 24, 2002.
RECOMMENDED ACTION: Motion to appoint Emao Morgan to the position of police officer for the City
of Rosemount contingent on successful completion of the medical evaluation.
