EXECUTIVE SUMMARY FOR ACTION
The Council is asked to authorize the submission of a grant application for one police officer to the Department
of Justice, Office of Community Oriented Policing Services This grant would be under the Universal Hiring
Program (UHF) of the COPS office There are no budgetary or personnel commitments necessary at this time
to submit the grant If a grant is awarded, Council will then need to decide to accept or refuse the grant and
accompanying financial commitment The grant is to fund an additional police officer position and will be for
the amount of $75,000 awarded over a three -year period Rosemount's commitment would be to fund the costs
of the officer beyond the $75,000 grant amount
COPS UHP and a COPS FAST grant have been awarded to the city previously in 1995 and 1996 when
additional officers were added to the department A grant was also submitted in 2000, however, Rosemount did
not receive an award during the 2000 —2001 grant period There is no guarantee that Rosemount will be
awarded a grant during this grant penod either If a grant is received, the City would have up to twelve months,
and possibly more, to actually add the officer to the department In effect, if an award is received in the first
round of awards expected in the fall of 2002, the hiring of an additional officer would not have to occur until
late 2003 or even early 2004
The grant deadline is May 24, 2002 to receive priority consideration Grants received after May 24 but before
June 21, 2002 will receive secondary consideration
If Council approves the submittal of this grant application, the application will be submitted by the May 24,
2002 deadline
RECOMMENDED ACTION: MOTION TO APPROVE AN APPLICATION TO THE DEPARTMENT
OF JUSTICE, COPS UNIVERSAL HIRING PROGRAM FOR ONE POLICE OFFICER ADDITION TO
THE POLICE DEPARTMENT
