Evermoor Concept PUD Amendment - Wensmann/D R Horton - Waterford/Roundstone/Bards CrossingAGENDA ITEM: Wensmann Homes Concept Major Amendment to Evermoor Planned Unit Development AGENDA SECTION: New Business PREPARED BY: Rick Pearson City Planner AGENDA P I' M ATTACHMENTS: Draft Resolution, Wensmann D R Horton revisions, Overall Bards Crossing, Roundstone Waterford Site Plans (Proposed) and currently approved PUD, memo, 4 -9 -02 PC minutes APPROVED City Council Meeting Date May 21, 2002 Applicant Location Property Owner(s) Area in Acres PUD as approved Nature of request Planning Commission Action CITY COUNCIL ACTION: CITY OF ROSEMOUNT EXECUTIVE SUMMARY FOR ACTION Wensmann Homes and D R Horton "Outlot D" Outlots of Evermoor Kelley Trust 34 09 acres Waterford (Senior Housing) 100 units Roundstone (Coach Townhomes) 118 units Bard's Crossing (Lifestyle Villas) 36 units 1 Switch locations of Waterford and Bard's Crossing neighborhoods 2 Revise the street design of the Roundstone and Bards Crossing 3 Convert Bard s Crossing housing h pe from detached townhouses to twin homes Recommendation of approval with conditions SUMMARY Wensmann Homes is contemplating developing two neighborhoods in Evermoor, the senior housing of Waterford and the detached townhomes of Bard's Crossing The senior housing was anticipated by the PUD and has concept approval, but no site plan was prepared The remaining Roundstone neighborhood of Coach Townhomes w ill be built by D R Horton The amendment would result in new circulation and site design for all three areas The attached memo provides further detail If approved, the request facilitates somewhat more efficient site design and the potential for more units While the increase of units is an obvious incentive to the Developer, the amendment may or may not enhance the aesthetics of the development The Concept approval resolution (Resolution 1999 -64) indicates that increases of the number of units or housing types requires "Council Amendment" hi the opinion of staff, the amendment offers some improvements, especially circulation in one of the townhouse neighborhoods But the aesthetics of the development suffer, and no real advantage or incentive is given for the increase in units in the Waterford neighborhood Therefore, staff did not recommend approval PLANNING COMMISSION PUBLIC HEARING No one other than the developers commented at the public hearing The Planning Commission felt that if the Developers could improve the aesthetics of the amendment area, then they would recommend approval Terry Wensmann offered to redesign the Waterford senior buildings so that they would be more perpendicular to the street Mike Suell offered to refine the townhouses with additional off -sets or "jogs" between the units, three different facades of units for variety and break up the long roof -line the relieve the "barracks" appearance With these concessions, the Commissioners adopted a motion to recommend approval of the amendment with the conditions that are included in the draft resolution RECOMMENDED ACTION: Motion to adopt a resolution approving the major amendment to the PUD with conditions ATTEST: Linda Jentink, City Clerk Motion by. Planning Commission Rick Pearson, City Planner March 20, 2002 Concept Mayor PUD Amendment for Evermoor Waterford Amendment The senior housing would be shifted to the east, closest to STH 3, on the former Bards Crossing site, which is smaller but lends itself to two large buildings separated by a parking lot The buildings both offer underground parking and the units increase from 100 to 120 The City Council has indicated a reluctance towards approving increases in dwelling units Positives From a land use perspective, this amendment shifts the highest density residential closer to STH 3, a minor arterial highway It may also strengthen the relationship to the traditional downtown Overall, a transition from lower to higher density at the outer edge is achieved Negatives The northern building will have a significant visual impact on Connemara Trail In contrast, the concept suggested one wing of the building at a perpendicular to the street, which would reduce the visual dominance CITY HALL 2875 145th Street West Rosemount, MN 55068 4997 Phone 651 -423 -4411 Hearing Impaired 651 -423 6219 Fax 651 -423 5203 REQUEST Wensmann Homes has requested a concept review for this amendment to the Evermoor PUD because of the scale of the proposal If the concept is approved, then they will follow -up with detail design, grading, landscaping, site design and utilities If the concept is not approved, then a substantial investment in engineering costs would be saved with the plans going no further Three neighborhoods of Evermoor are involved, all backing up to Schwarz Pond Park, south of the planned extension of Connemara Trail Approval of the amendment would swap locations of the Waterford and Bards Crossing neighborhoods, and redesign all three areas WATERFORD (Senior Housing) The Evermoor PUD concept approved 100 units for seniors in the form of apartments or condos The preliminary plat did not attempt to cope with the site design for this area between the intersection of Evermoor Parkway and Connemara Trail, because no builder was engaged for the project Therefore PUD Final Development plan review has always been anticipated Generally, the expectation was for up to three -story building with several wings and a large parking lot March 20, 2002 PC Reviews Evermoor Concept PUD Amendment. ROUNDSTONE (Coach Townhomes) This neighborhood consisted of the highest density townhouse component of the overall development 118 units are spread out in row houses and double loaded buildings One feature of the neighborhood was a circular street enclosing about half an acre of open space However, the potential was never articulated in the preliminary plat Roundstone Amendment A revised street design lays the units out in a grid pattern conducive to the double loaded buildings that have garages on both sides One additional unit is proposed Positives The street design is very simple with fewer long dead -ends Negatives The building arrangement gives the neighborhood a barracks quality All of the open space is pushed to the outer edge BARDS CROSSING (Lifestyle Villas) Approved as detached townhouses, most of the units were oriented on a green -space in excess of an acre Another cluster of units centered around an "eye- brow" island Bards Crossing Amendment Relocated to the former Waterford site, the housing type would change from detached to twin and triple row houses All rear yards would face south (and the park) Positives The building pads would be custom graded m an effort to save trees Negatives Sixteen of the units would be double loaded with streets The common open space that was originally a strong theme would cease to exist CONCLUSION AND RECOMMENDATION The identified positives do not outweigh the negatives in support of the PUD amendment Staff supports the relocated senior housing from a land use point of view, but other aesthetics of the PUD appear to be compromised The most dramatic example is the barracks quality of the Roundstone neighborhood Therefore Staff is unable to recommend in support of the concept PUD amendment Planning Commission Regular Meeting Minutes April 9, 2002 Page 4 Cha erson Weisensel opened the public heanng Laune echt, 15589 Cherry Path, indicated that reducti6n of the end of the building to two stories eliminates some of the height concerns ,She inquired about the trail along her property line requested that the roof color blend in with the neighborhood Mr Wensrnann explained the location of the along the tree line The developer will work with city staff 1k selecting a proper i lor for the roof MOTION by Messner to close the p lic heanng Seconded by Carr. Major Amendment to Evermoor PUD Chairperson Weisensel confirmed that the recording secretary has placed on file with the City the Affidavit of Mailing and Posting of a Public Heanng Notice and Affidavit of Publication concerning the public hearing on the Wensmann Homes, Inc Major Amendment to Evermoor PUD Mr Pearson summarized the requested amendments to the Evermoor PUD involving the three neighborhoods of Bards Crossing, Waterford, and Roundstone Wensmann has requested that the locations for Waterford and Bards Crossing be swapped Wensmann proposes an increase fi om 100 to 120 units in the Waterford senior housing, consisting of two three- story, 60 -unit buildings The northern building, which lies parallel with Connemara Trail, will have a visual impact on the highway Staff supports the shifting of this higher density housing closer to Hwy 3, and recommends that a portion of the northern building be perpendicular to the street The Bards Crossing attached townhomes, consisting of 36 units, w ould be relocated to the former Waterford site. Planning Commission Regular Meeting Minutes April 9, 2002 Page 5 Because of the heavily wooded site, Wensmann would custom grade the sites in an effort to save trees Roundstone will be developed by D R Horton The revised plan consists of 119 units laid out in a grid pattern Repetition of building footpnnts gives the neighborhood a barracks quality Greenspace has been pushed to the outer edge, with a significant reduction m greenspace in the interior Chairperson Weisensel opened the meeting to the applicant Terry Wensmann explained that topography makes the eastern neighborhood more suitable for the senior condominiums, together with its closer proximity to Hwy 3, the downtown, and the Community Center Wensmann is willing to rework the layout of the northern building to reduce the impact on Connemara The western neighborhood is heavily wooded, which would present grading issues for large buildings and a greater Loss of trees The rambler style townhomes proposed for this site would be custom graded to preserve trees Mike Souell, representing D R Horton, summarized the proposal for the Roundstone development and reviewed building elevations The requirement for two -car garages resulted in less greenspace Commissioner Napper's expressed concern with the dead -end streets prohibiting fire equipment from tuinuig around Mr Souell responded that the longest dead -end street is 180 feet Mr Pearson indicated the Fire Marshal's limit is 150 feet or a cul -de -sac is required Chairperson Weisensel opened the public hearing. There were no comments.
