This item is in response to a petition presented to Council on May 21, 2002 requesting that a "Stop" sign be
installed on Crystal Path at Cardinal Street Staff and the City's consultant engineer WSB Associates Inc
ha, e reviewed the request and have determined that the installation of a Stop sign at this intersection does not
meet `warrants" per the Minnesota Manual on Uniform Traffic Control Devices (MMUTCD) Staff is therefore
recommending that the intersection of Crystal Path and Cardinal Street remain as is
The attached letter and memorandum provides a summary of "criteria" that are reviewed when determining if a
"Stop' sign is "warranted" for an intersection

Dear Mr Krysan-
I would like to begin by thanking you for taking the time to express your concerns regarding the
safety of the above-noted intersection near your home City Staff has reviewed your request for
the installation of a "Stop" sign on Crystal Path at Cardinal Street
According to the City of Rosemount's Policy for Traffic Control Device Standards, the
guidelines and recommendations contained in the Minnesota Manual on Uniform Traffic Control
Devices (MMUTCD) are followed to make decisions on the design. location, installation and
maintenance of traffic control devices The installation of "Stop" signs requires that certain
"warrants", as outlined in the MMUTCD be met prior to "Stop" signs being installed At this
time, the intersection of Cry stal Path and Cardinal Street does not meet these "warrants" for the
installation of a "Stop" sign on Crystal Path and Cardinal Street
Attached for your information is a copy of correspondence from the City of Rosemount's
consultant engineer, WSB Associates, Inc The attached memorandum provides a review of
the existing conditions, summary of the MMUTCD guidelines and recommendation
This item will be placed on the July 2, 2002 City Council agenda for discussion

RE: Stop Sign Request and Existing Review
Crystal Path and Cardinal Street
City of Rosemount, Dakota County, Minnesota
As requested, we have reviewed the intersection of Crystal Path with Cardinal Street dust
north of 160` Street and east of Shannon Parkway, in the City of Rosemount The existing
intersection is not currently controlled The analysis included in this letter consisted of
reviewing the potential need for a stop sign on Crystal Path at Cardinal Street, as well as
the existing stop signs in the immediate surrounding neighborhood, as provided by the city
See Figure 1 for an illustration of the project location Figures 2 4 provide photos of the
intersection of Crystal Path with Cardinal Street
Site Distance
The site distance at the intersection was evaluated for each approach It was found that all
approaches had adequate site distance at the intersection for a 30 mph speed limit
Crash Investigation
Crashes located within 100 -feet of the intersection, for the past five years, were requested
from the City of Rosemount No crashes were identified
Stop Sign Installation
The traffic control at an intersection is critical to the operation of both intersecting
roadways If incorrect traffic control is installed for the existing traffic condition and
topographic characteristics of the intersection, unnecessary delays and crashes could occur
The traveling public, especially persons not familiar with the area, typically drive based on
instinct Drivers subconsciously evaluate their surroundings to determine if a stop sign or
yield sign should or shouldn t be located on an intersection approach It is very difficult to
determine what the correct intersection control should be, however, the following factors
should be evaluated when determining intersection control

1 Traffic conditions
2 Topographic conditions
3 Human factors
Based on these conditions and factors, potential intersection control should be evaluated
and determined Several techniques have been developed to determine what type of
intersection control is warranted at specific locations The best procedure in evaluating the
need and location of stop sign control can be found in the Minnesota Manual on Uniform
Traffic Control Devices (MMUTCD), Section 213-5 Based on those warrants, the
following requirements are necessary for stop sign installation
1 Stop Sign Control
a Intersection of a less important road with a main road where application of
the normal right -of -way rule is unduly hazardous
b Street entering a through highway or street
c Unsignalized intersection in a signalized area
d Other intersections where a combination of high speed, restricted view, and
serious accident records indicates a need for control by the STOP sign
Prior to the application of these warrants, consideration should be given to less
restrictive measures, such as the YIELD sign where a full stop is not necessary at
all times Periodic reviews of existing installations may be desirable to determine
whether. because of changed conditions, the use of less restrictive control or no
control could accommodate traffic demands safely and more effectively
Studies conducted throughout the Country have concluded that installation of stop signs
where not warranted or justified can cause additional crashes and create enforcement
problems for local officials In addition, studies have concluded that the use of stop signs
as a speed reduction measure does not work In fact, it has been found that speeds near the
intersection will actually increase
Analysis
Based on the MMUTCD, the existing intersection of Crystal Path with Cardinal Street
does not meet the warrants for installation of a stop sign
a There is no evidence of the normal right -of -way rule being unduly
hazardous at this location Most of the vehicles approaching the stop sign
will be turning right, since there are only ten lots that require access to the
northwest of Crystal Path Installation of a stop sign where not warranted
may cause these right turning vehicles to roll through the stop sign and
cause a hazardous situation for the other vehicles anticipating their stop
condition

b Crystal Path would not be considered a through highway or street, since it is
a cul -de -sac to the west
c The intersection is not located within a region of signalized intersections
along a corridor
d The site distance was found to be adequate, and the crash records do not
indicate a need for stop sign control
Consistency
The existing stop signs with Shannon Parkway at Crystal Path and Cinnamon Way
seem appropriate for intersections of that type,
The existing stop sign at Cascade Path with Cinnamon Way seems appropriate due
to the close proximity to Shannon Parkway,
The existing stop sign at Cinnamon Way and Cardinal Street would not warrant
installation, however, it does not appear that there have been significant adverse
effects of this stop condition,
The existing stop signs with Cicerone Path at Cardinal Street and 158th Street seem
appropriate for intersections of that type
Recommendations
Based on the review, it would, therefore, be recommended that
1) The intersection of Crystal Path with Cardinal Street remain as in place with no
intersection control
2) Monitor the crash history to see if the number of crashes at the intersection
increases
3) The existing stop signs remain as in place
