SUMMARY
This preliminary plat represents the design of the balance of the former CMC Bloomfield planned unit development as it
has been taken over by Centex homes. The design includes streets, lot dimensions, grading, landscaping and utilities.
Open space for parkland expansion, storm water ponds and wetlands are also included. .Given the recently requested (and
denied) amendment to the PUD, this plan reflects extensive discussions between the City and Developer. The intent and
goal of the preliminary plat is to be consistent with the City Council direction and standards.
PRELIMINARY PLAT
The plans include overall lot & street design, grading, utilities and landscaping which is consistent with the concept
approved by Council (minor PUD amendment) on April 3, 2001. The Staff recommended changes will not severely impact
the plat, unless right -of -way widths need to be expanded for Bloomfield Path and Auburn Avenue.
REZONING
All off the property is currently zoned R -1, Low Density Residential. The area containing the 76 carriage homes (Blocks
12 & 13) is part of the approved PUD and should be rezoned as needed to R -2, Moderate Density Residential.
PLANNING COMMISSION PUBLIC HEARING
No one attended the public hearing other than the Developer and Consultant. The Commissioners expressed concerns
about maintenance of open space and ponds. The Commissioners also recommended that more sidewalks be included in
addition to the Staff recommendation.
DEVELOPER RESPONSE
Steve Ach of Centex has agreed to every recommended change with two exceptions:
1. Two of the corner lots (lots 13 and 20, Block 3) will not meet the additional lot width requirement (105 ft.) next to
Bloomfield Path, a Collector street.
2. Centex is asking that the Interim City Engineer compromise on right -of -way widths for Collector streets,
particularly Auburn Avenue (Street D). Staff has agreed to 70 ROW instead of 80 ft. (local streets are 60 ft.)
RECOMMENDED ACTIONS:
Motion to adopt a resolution approving the Bloomfield Addition Preliminary Plat for Centex Homes.
Motion to adopt an ordinance rezoning Blocks 12 & 13 (Carriage H omes) to R -2, Moderate Density Residential.

RESOLUTION 2001-
A RESOLUTION APPROVING
PRELIMINARY PLAT FOR
BLOOMFIELD ADDITION
WHEREAS, the Community Development Department of the City of Rosemount received an
application from Centex Homes for approval of the Preliminary Plat for Bloomfield Addition;
and
WHEREAS, on May 8, 2001, the Planning Commission of the City of Rosemount reviewed the
Preliminary Plat for Bloomfield Addition and recommended approval, subject to conditions; and
WHEREAS, on June 18, 2001, the City Council of the City of Rosemount reviewed the
Preliminary Plat for Bloomfield Addition.
NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of Rosemount hereby
approves the Preliminary Plat for Bloomfield Addition, subject to:
1. Conformance with requirements for final plat for each phase and execution of a subdivision
agreement for each final plat.
2. Plan revisions as necessary to eliminate the 12 lot dimension variances identified by Staff.
3. Plan revisions as necessary to incorporate recommendations by the Interim City Engineer
specified in his attached correspondence, dated May 31, 2001, relative to easements,
grading, plat issues, sanitary & storm sewer, watermain and ponds, street design, rights -of-
way and utilities.
4. Approval of the Dakota County Plat Commission in accordance with the contiguous plat
ordinance.
5. Approvals as needed from applicable agencies and pipeline companies for public and
private use of easement areas.
6. Park dedication in a form as recommended by the Parks and Recreation Committee.
7. Sidewalks and trails installed by the Developer as identified by Staff.
8. Enhancement of landscaping along CSAH 42 within areas not screened by 6ft. high (along
rear yards) berms.
9. Lot lines extended into ponding areas, requiring maintenance by the individual property
owners or homeowners' association, subject to an easement in favor of the city.
10. Additional sidewalk installed on Street L between Block 8 and Block 9.

We have reviewed the preliminary plat submittal dated May 8, 2001, which is a
completely revised submittal from the original application. We have attempted to
address the major issues with this memo and reserve the right to make additional
comments as necessary. Our comments are as follows:
Plat Issues
1. The town home lots located north of Bloomfield Path should be platted as
individual lots, not combined as shown.
2. Street D should be shown on the plans as Auburn Avenue.
3. The right -of -ways for Bloomfield Path and Auburn Ave should be increased
to accommodate a 42' wide street and the proposed pathway /sidewalk
sections, including 8 -foot boulevards.
4. The street for Block 13 should be revised to match up with Street B:
5. This plat includes numerous 90° corners, which cannot accommodate the
typical 30 mph curves. The City has allowed these in the past, but would
prefer to maximize the radii on these types of curves.
6. Street L has less than a 90° corner, which should be revised to a minimum 90°
curve.
7. The City is in the process of evaluating the overpass location and the location
as shown is subject to modification.

8. All drainage swales must be contained within easements.
9. The eyebrow cul -de -sac in Block 7 should be eliminated.
10. The street widths throughout the plat are shown narrower than the current City
standards. The City standards are 32 feet face -to -face for most streets, 28 feet
face -to -face for private streets and larger for collector streets. Bloomfield
Path and Auburn Ave should be a minimum 42' face -to -face width, as they
will serve a collector function. If Bloomfield Path, adjacent to the park is
anticipated to include on street parking, the width should be expanded to a
minimum 44' width.
11. An expanded easement will be necessary along portions of the MCES sanitary
sewer line where the pipe is outside the street.
12. Streets F and L could serve as future minor collectors, depending on how the
plats to the east are developed and should be held to the minimum City
standard 32' face -to -face width.
Grading plan
1. The grading plan should include lot pad elevations and lot types..
2. The pond in the southeast corner of the site should be self - contained within
the site so that it does not spill onto the adjoining site.
3. The erosion control measures and plan should be put on a separate page. The
erosion control plan as shown does not currently address the City
requirements.
4. The grading plan does not show the proposed sidewalk and pathway locations.
5. The park area should be graded as required by the Parks Department.
6. Provide an earthwork analysis for the proposed grading plan to verify the site
balance. All streets shall include only sand sub grade and pathway /sidewalks
should include a 1' sand sub base.
7. The large stockpile located north of Bloomfield Path in the Park area should
be removed and graded to the Parks Department satisfaction.
8. The proposed berms at the intersection of Auburn Ave and CSAH 42 should
be evaluated for site distance issues.
9. The berm along CSAH 42 is lowered from the original grading plan.

Sanitary Sewer and Watermain:
1. The plan identifies the installation of a sanitary sewer lift station. We would
prefer to utilitize gravity systems if possible. It appears that this can be
accomplished by revising the housing styles. Additional justification will be
required to justify the proposed lift station.
2. A portion of Block 11 can be connected to the gravity sewer, but is proposed
to connect to the proposed lift station. This should be revised.
3. A 16" watermain needs to extend along Bloomfield Path to the east edge of
the plat and a 16" watermain will be extended along Auburn Ave from CSAH
42 to the north plat boundary.
4. There are many locations where the watermain dead ends should be looped to
another watermain and should be adjusted accordingly.
Storm sewer /ponds
1. The proposed storm sewer system is not sized on the plan and does not
include invert elevations. The storm sewer design and calculations should be
provided for review and elevations on sizes shown on the plan.
2. The future publicly designed storm sewer system will not include catch basin
MHs or allow cutting across property lines.
3. Several of the proposed ponding areas do not include the required
maintenance bench.
4. The City has made it a practice to avoid rear yard catch basins. This plan has
utilized a substantial number of these rear yard catch basins, which should be
reevaluated for need. We would prefer to utilize 2% positive drainage swales.
Any catch basin that is deemed necessary to remain will need to be analyzed
to verify easement requirements.
5. Show the existing storm sewer that discharges into the site from the north.
6. Some adjustments to the pond elevation will be required, however the storage
does appear to be in place. Both ponds are very deep and may be in conflict
with future City standards with regard to infiltration and oversizing.

CITY OF ROSEMOUNT ZONING ORDINANCE
Bloomfield Addition
THE CITY COUNCIL OF THE CITY OF ROSEMOUNT, MINNESOTA, ORDAINS AS
FOLLOWS:
Section 1. Ordinance B, adopted September 19, 1989, entitled "City of Rosemount
Zoning Ordinance, " is hereby amended to rezone from R -1, Low Density Residential to R -2,
Moderate Density Residential, the following described property located within the City of
Rosemount, Minnesota, to -wit:
Proposed Blocks 12 and 13, Outlots B and C, Bloomfield, according to the recorded plat
thereof on file and of record in the office of the County Recorder within and for Dakota
County, Minnesota, EXCEPT those parts platted as Bloomfield 3` Addition.
Section 2. The Zoning Map of the City of Rosemount, referred to and described in said
Ordinance No. B as that certain map entitled "Zoning Map of the City of Rosemount" shall not
be republished to show the aforesaid rezoning, but the Clerk shall appropriately mark the said
zoning map on file in the Clerk's office for the purpose of indicating the rezoning hereinabove
provided for in this Ordinance and all of the notation references and other information shown
thereon are hereby incorporated by reference and made a part of this Ordinance.
Section 3. This ordinance shall be effective immediately upon its passage and publication
according to law.

Pu uant to due call and notice thereof, the Regular Meeting of the Planning Commission
was ly held on Tuesday, May 8, 2001. Chairperson Jeff Caspar called a meeting to
order at :30 p.m. with members Jeff Arveson, Myron Napper and JanxUarr present.
Commissi er Jeffery Weisensel was absent. Also in attendance w City Planner Rick

Public Hearing: Bloomfield Addition Prelminary Plat & Rezoning
Chairperson Caspar opened the public hearing on the Bloomfield Addition Preliminary
Plat & Rezoning. The recording secretary has placed the Affidavit of Mailing and
Posting of a Public Hearing Notice and Affidavit of Publication on file with the City.
Mr. Pearson reviewed the concept plan for Bloomfield Addition and confirmed that the
proposed preliminary plat is consistent with the approved PUD. The preliminary plat
pertains to the remaining undeveloped area of the development and includes 255 single
family homes, 76 carriage homes, parkland and ponding areas. Staff recommends that

the ponding area be maintained by the homeowners' association and that the city retain
an easement.
Street design and access were reviewed. The consulting City Engineer is reviewing the
street widths to ensure that city standards are met. Mr. Pearson noted lot deficiencies due
to increased lot depth requirements on collector streets. The developer indicated that any
necessary changes would be made to meet those requirements. Proposed access to CSAH
42 requires approval from the Dakota County Plat Commission.
Mr. Pearson identified pipeline easements and their effect on individual lots. A 60 foot
separation is required between the carriage homes, which the developer indicated will be
met. The developer will also make the necessary change to align the intersections for the
carriage homes.
Sidewalks and trails were reviewed. Mr. Pearson explained the general practice of not
placing sidewalks on cul -de -sac streets. Chairperson Caspar suggested that for future
developments the city should take a closer look at the lengths of cul -de -sacs in
determining whether sidewalks should be required. Commissioners recommended
sidewalks on loop streets.
Mr. Pearson recommended additional landscaping along CSAH 42 where there are gaps
in the berming. Commissioners recommended the addition of conditions to include
maintenance of the ponding areas and additional sidewalks.
Chairperson Caspar opened the floor to the public. There were no comments.
Dwight Jelle, Construction Engineer for the project, provided a history of the
development and assured Commissioners that city regulations would be met. As
concerns the ponding area, Mr. Jelle indicated a preference to run an imaginary line
through the middle of the pond, extending lot lines from the single family homes and
requiring the homeowners' association to maintain the other half of the pond. Ponding
capacity was discussed. Mr. Jelle wishes to clarify with the city whether there is any off -
site drainage into the pond.
MOTION by Carr to close the public hearing. Seconded by Napper. Ayes: Napper,
Caspar, Carr, and Arveson. Nays: 0. Motion carried.

anticipated to include on street parking, the width should be expanded to a
minimum 44' width.
11. An expanded easement will be necessary along portions of the MCES sanitary
sewer line where the pipe is outside the street.
12. Streets F and L could serve as future minor collectors, depending on how the
plats to the east are developed and should be held to the minimum City
standard 32' face -to -face width.
Gradin %plan
1. The grading plan should include lot pad elevations and lot types.
2. The pond in the southeast corner of the site should be self - contained within
the site so that it does not spill onto the adjoining site.
3. The erosion control measures and plan should be put on a separate page. The
erosion control plan as shown does not currently address the City

BACKGROUND
This preliminary plat is a new application that is based upon the original Bloomfield
Planned Unit Development as it has been amended and approved by the City Council.
It should not be confused with the previous PUD major amendment that was denied by
the Council. Subsequently, Centex Homes, (the applicant) prepared a concept drawing
that was consistent with the originally approved CMC Heartland Partners concept. The
new concept reflected the Centex approach to development and did not require a public
hearing because the revisions were quite minor. The Council did approve the Centex
concept.
PRELIMINARY PLAT
The plan is dominated by 244 units of single family housing on approximately 70% of
the land. The 76 Carriage home units occupy about 7.5 %, with the balance given over to
park expansion (5 acres) and ponds /wetlands (12.85 acres).
ACCESS & STREET DESIGN
Three streets are the primary entrances into the development. "Street D ", a collector
street connects to CSAH 42, and has been named Auburn Avenue. This is a through
street that will connect to an extension of Connemara Trail (Street K ") as it eventually
crosses the railroad tracks from the north. Bloomfield Path is a collector street that is an
extension from the first phase. All three streets will not have any direct driveway access.
All driveways will connect to local streets that will connect to these three "through
streets ". Two of the local streets connect to the vacant land to the east to promote
neighborhood "interconnectedness ".
The Interim City Engineer has commented that the street design and right -of -way widths
will be required to conform to city standards. The plans indicate several street width and
design issues that will have to be revised, or the Council will have to approve them as
exceptions. "Street D" (Auburn Avenue) is notable as a collector street which will be
recommended for addition right -of -way and street width. "Street K" (Connemara Trail)
is located in the position that has been previously recommended by the City. Ther may
be "fine- tuning" of the location and width. The railroad crossing is intended to be grade

separated. For this reason, the adjacent lots are deeper in order to absorb some of the
anticipated grade change for a bridge approach.
The half -loop street for the three carriage home buildings that connects to the north side
of Bloomfield Path should line up with "Street B" at both ends. The reason is to
eliminate off -set intersections with very small intervals between them.
LOT ISSUES
The plat design typically provides for additional lot depth along the outer edges of the
development, especially for the screening needed to mitigate the effects of the highway
and the railroad tracks. Recent Council direction indicates strict adherence to R -1 Low
Density lot standards for single familyOut of 244 lots, Staff has identified 12 lot

Most of the variances occur on lots that are adjacent to collector streets which have
requirements for increased lot dimensions for screening.
Several lots are affected by pipeline or sewer easements. Specifically, Lots 12, 13 and 14
Block 8; and Lot 1, Block 7 are situated along a natural gas easement. The pipeline
company that controls the easement will have to be willing to allow driveways across the
easement. All of the lots have enough space beyond the easement area to allow houses
elsewhere on the lot. Likewise, several lots and streets are located on top of the
Metropolitan Council sanitary sewer interceptor easement. Obviously, cooperation and
approval is also needed. All of the lots affected have space outside of the easement for
house pads.

CARRIAGE HOMES
The 75 units distributed over 19 "quad" buildings are shown in the place of the CMC
"Mansion homes ". Since CMC is out of the picture, the carriage homes are an
acceptable substitute. They are required to be consistent with the attached housing
standards in the zoning ordinance. The attached elevations /plans were included in the
previous PUD Amendment package. The units will have to be platted on separate lots,
or as a condominium development for sale of individual units.
PARKS, SIDEWALKS & OPENSPACE
Outlot A consisting of about 5 acres is proposed for park expansion. Previously, the
Parks and Recreation Commission did make a recommendation to the City Council
regarding additional park dedication in this area. This preliminary plat will require
follow -up to that previous recommendation.
Outlot B is set aside for ponding and wetlands. There may be an opportunity to locate a
trail on one edge, but this item will be included in the P & R Commission
recommendation.
Sidewalks were not indicated on the preliminary plat drawings. Therefore the staff
recommendation is as follows:
1. Sidewalks on one side and trail or sidewalk on the other side of Bloomfield
Path; "Street D" (Auburn Avenue) and "Street K" (Connemara Trail), and
"Street C ".
2. Sidewalks on one side of Azalea Path; "Street A "; "Street B "; Bayberry Trail
(Except the cul -de -sac); "Street E "; "Street F "; "Street J" and "Street
D "(north of Connemara Trail /Street K).
LANDSCAPING
The landscaping plan meets minimum requirements for boulevard trees (1 per lot/unit
frontage) and screening along the railroad tracks. 6ft. berms have or will be graded along
CSAH 42. The landscaping along CSAH 42 does not provide a complete screen.
However, the berm fulfills the function. Gaps in the berm along CSAH 42 point to a
need for extensive landscape screening in these areas, particularly east of "Street D"
(Auburn Avenue).
RECOMMENDATION
Motion to recommend that the City Council approve the Bloomfield Addition
preliminary plat for Centex Homes subject to:
1. Conformance with requirements for final plat for each phase and execution of a
subdivision agreement with each final plat.
2. Plan revisions as necessary to eliminate the 12 lot dimension variances identified
by staff.

Engineer relative to easements, grading, street design, rights -of -way and utilities.
4. Approval of the Dakota County Plat Commission in accordance with the

and private use of easement areas'.
6. Park dedication in a form as recommended by the Parks and Recreation
Commission.
7. Sidewalks & Trails installed by the Developer as identified by Staff.
8. Enhancement of Landscaping along CSAH 42 within areas not screened by 6'
high (along rear yards) berms.
