This item was originally planned to be placed on the Utility Commission meeting for June 11,
2001, however that meeting was cancelled. In conversations with several members of the
Utility Commission, they agreed to move this item forward to the City Council for authorization
without referring it to the next Utility Commission meeting.
The project involves excavating excess sand out of the drainage easement area to increase the
storage and infiltration area of this pond. As, you are aware, with the completion of the Birger
Pond Outlet and the pending construction of the Hawkins Pond Lift Station, Shannon Pond is
anticipated to receive a significant volume of stormwater now and into the future. Currently
this pond does not have an outlet and the water simply evaporates or percolates into the
ground. We are proposing to solicit quotes from contractors that are willing to remove the
material from the pond at no cost to the City of Rosemount, and hopefully restore the side
slopes and provide some minimal contribution to the installation of trees or shrubs around the
pond. We do have several contractors interested, however timing is important considering our
desire to get this project completed now, with minimal impact to the adjacent property owners.
We are proposing to utilize the quotation process for this project. The City will have out of
pocket expenses of less than $50,000 and may have no out of pocket expense on this project.
Because of this and because we would like to have the quotes authorized at the next meeting in
July it would be difficult to receive bids in this time schedule. If the Council authorizes this
project, we will contact at least four contractors to receive quotes. These quotes are similar to
bids in the way they are structured and will be subject to plans and specifications. It is
anticipated that we will utilize cost and the timing of the work as the selection criteria that will
be brought back to the City Council for authorization.
We hope to bring the quote results and a recommendation back at the July 2, 2001 meeting.
RECOMMENDED ACTION.- MOTION TO ADOPT A RESOLUTION RECEIVING PLANS AND
SPECIFICATIONS AND AUTHORIZING RECEIVING QUOTES FOR THE SHANNON POND
EXCAVATION, CITY PROJECT #331.

A RESOLUTION RECEIVING THE PLANS AND SPECIFICATIONS
AND RECEIVING QUOTES FOR
SHANNON POND EXCAVATION
CITY PROJECT #331
WHEREAS, the City Council of the City of Rosemount have ordered the preparation of plans and
specifications for Shannon Pond Excavation, City Project #331 and such plans and specifications have been
presented to this Council for approval:
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota:
1. Such plans and specifications are hereby approved and ordered placed on file in the office of the City
Clerk.
2. Such plans and specifications shall be distributed for quotes from qualified contractors.
