The Utility Commission has been working on addressing stormwater issues from the July, 2000
storm. One of these issues was related to flooding problems at the Arlen Evenson residential
property. We have been working on developing a project to use stormwater from Keegan Lake
to irrigate the Brockway Golf Course. Because this is an innovative approach to solve several
issues and reduce the need for the Golf Course to use groundwater irrigation, we would like to
apply for a grant from the DNR. A part of the application process requires a resolution from the
Council agreeing to match funding. We are hopeful that a grant can be received to offset a
portion of the costs.
RECOMMENDED ACTION: MOTION TO ADOPT A RESOLUTION AUTHORIZING FLOOD
DAMAGE REDUCTION GRANT ASSISTANCE APPLICATION FOR KEEGAN LAKE AREA.

RESOLUTION 2001 -
A RESOLUTION AUTHORIZING FLOOD DAMAGE REDUCTION
GRANT ASSISTANCE APPLICATION FOR
KEEGAN LAKE AREA
WHEREAS, the Minnesota Department of Natural Resources has matching funds available for flood
relief projects through the Flood Damage Reduction Grant Assistance Program, and
WHEREAS, a need has been identified to provide flood protection for the Keegan Lake area in the City
of Rosemount Stormwater Management Plan, therefore
BE IT RESOLVED, that the City of Rosemount is applying for a Flood Damage Reduction Grant and
has the legal authority to apply for financial assistance, and has the institutional, managerial, and
financial capability to ensure that all aspects of the proposed project will be completed; and
BE IT FURTHER RESOLVED, that the City of Rosemount and its partners will share in the costs of
the proposed project with the DNR by providing a cash of in -kind match totaling at least 50% of the
proposed project cost; and
BE IT FURTHER RESOLVED, that upon approval of its application, the City of Rosemount may
enter into agreement with the State of Minnesota for the above project and that the City of Rosemount
certifies that it will comply with all aspects of the grant agreement.
NOW BE IT FURTHER RESOLVED, the City of Rosemount City Engineer is hereby authorized to
execute the grant agreement as necessary to implement the project on behalf of the eligible applicant.
