All fees have been paid. and insurance coverage has been provided. 3.2% Malt Liquor licenses are not limited by our City Code, only the Off -Sale liquor licenses are regulated by city population. This would allow 3.2% beer and wine coolers to be sold as do other food stores in Rosemount. Malt liquor licenses run from July 1 to June 31. Cub's license will begin as soon as the Certificate of Occupancy is approved. Their expected opening date is August 23, 2001. Police Chief Kalstabakken did a background search of owners and manager Mr. Tom Meaden and he found no areas if concern or reasons to recommend denial of this applicant's license As City Clerk, I also interviewed Mr. Meaden's references and found him to have a positive attitude, good with detail and firm with policy. I do not find any reason to deny this application and recommend its approval. Mr. Meaden, manager of the Rosemount Cub Foods, will be present to answer any questions you may have. Kalstabakk Chief of Police SUBJECT: Cub Foods - Malt Liquor License Cub Foods, 3784 150 St. West, has applied for an off -sale 3.2 malt liquor license. The application included all required information on the officers and board of directors of SuperValu Holdings, Inc., - the corporation which owns and will operate Cub Foods. Background and reference information gathered during the investigation focused on the history of other Cub Foods and I& Thomas Meaden, the manager of the Rosemount store. Mr. Meaden has managed Cub Foods stores in Colorado for approximately the last ten years. He reports that each of the stores he managed in Colorado did include the sale of alcoholic beverages. Mr. Meaden stated that there were never any problems with alcohol sales during his tenure. Record checks with the local police agencies in Colorado did corroborate Mr. Meaden's recollection that there had not been any alcohol issues at any of the stores managed by him. Meaden's police contacts were limited to reporting thefts on a limited number of occasions. Mr. Meaden previously worked in Minnesota at another grocery retailer that did sell alcoholic beverages off -sale. He is familiar with Minnesota liquor laws and regulations. He has also been advised of Rosemount's city ordinance and licensing regulations, including that the police department will do compliance checks at least annually. Mr. Meaden did advise that Cub Foods utilizes a "mystery buyer" program internally. This program has buyers that attempt to purchase tobacco and alcohol to ensure that employees comply with store policy and state and local laws when making sales. In addition, the store's cash registers require the operator to enter a birth date whenever a tobacco or alcohol sale is made. The background investigation did not reveal any areas of concern or reasons to recommend denial of this applicant's license. CITY OF ROSEMOU NT Everything's Coming Up Rosemount!!
