Street and County Road 42; Contract
Background
Part of the Highway 3 reconstruction project downtown is to bury overhead power lines. There
are about 13 lines crossing Highway 3 between 145 and Lower 147 Streets. While there are
only about 3 lines crossing Highway 3 between Lower 147 Street and County Road 42, at least
one of those lines is a transmission line, not just a service line for one customer. The electrical
network does not have a clean break at Lower 147 Street, so to bury the lines north of Lower
147 Street, it is necessary to work south of Lower 147 Street. Xcel Energy and WS13
Associates have indicated that the burial of overhead power lines south of Lower 147 Street can
be done in advance of, and independent from, the highway reconstruction work planned for this
year and 2002 or 2003. That being the case, the proposed contract would bury all the overhead
power lines between 145 Street and County Road 42.
RECOMMENDED ACTION:
MOTION to approve A RESOLUTION TO AWARD A CONTRACT TO BURY OVERHEAD

RESOLUTION 2001—
A RESOLUTION TO AWARD A CONTRACT
TO BURY OVERHEAD POWER LINES
ON HIGHWAY 3 BETWEEN 145 AND COUNTY ROAD 42
BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota, as follows:
1. The bid listed below in the specified amount for the construction of certain improvements is in
accordance with the plans and specifications. The contract is hereby awarded.

2. The Mayor and Clerk are hereby authorized and directed to enter into a contract with the bidder for

INSTALL ITS FACILITIES OR BE PROVIDED CONDUITS UNDER SURFACES WHOSE CONST CAN NOT DELAYED. PROJECT
COVERS HWY 3 FROM SOUTH SIDE OF 145TH ST W, SOUTH TO THE SOUTH SIDE OF 150TH ST W. THIS-PROPOSAL ALSO
ASSUMES THAT CITY OF ROSEMOUNT WILL PROVIDE FOR THE UNDERGROUNDING REQUIREMENTS OF ALL PRIVATELY
OWNED ELECTRIC SERVICES WHICH IS ESSENTIAL IF ALL POLES ARE TO BE REMOVED.

The facilities installed or removed by the Company shall be the property of the Company and any payment by customer
shall not entitle customer to any ownership interest or right therein.
The undersigned hereby requests and authorizes the NORTHERN STATES COMPANY to do the work described
and in consideration thereof, agrees to pay EIGHTY EIGHT THOUSAND NINE HUNDRED TWENTY ONE
