Guide Plan Desig: Urban Residential Current Zoning: R -1, Low Density Residential Planning Commission Action: None recommended (Minor Amendments can go straight to Council) SUMMARY Steve Ach of Centex has requested a minor PUD Amendment to add front porches to the "quad — carriage" homes at Bloomfield. The buildings will remain in place, and do not need setback variances. However, the amendment is needed for the porches, because they will be in the front yard setback. Staff considers the porches to be architectural embellishments because they do not have frost footings extended from the buildings. Rather, they are essentially a concrete patio with a roof, and could not be finished as a three- season porch without adding a frost footing. Staff believes that the porches add detail that enhances the otherwise comparatively bland looking building design. It should be noted that the zoning ordinance allows encroachments for roof eaves, chimney's and "bump -out" widows of 2.5 feet. Much larger encroachments of up to 15 feet are allowed for terraces and uncovered decks into front yards. A recommended condition of approval will be a restriction on the porches that will not allow them to be converted to three season - porches or other "living space" without a variance to front yard setbacks. RECOMMENDED ACTION: Motion to adopt a resolution approving the minor PUD Amendment for Bloomfield 4th Addition. fi CITY COUNCIL ACTION: CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2001- t 2> l A RESOLUTION APPROVING A MINOR PUD AMENDMENT FOR BLOOMFIELD 4" ADDITION WHEREAS, The Planning Department received an application for approval of a minor amendment to the Bloomfield Residential Planned Unit Development concerning the 76 "quad - carriage" homes on November 27, 2001: and, WHEREAS, The Planning Commission of the City of Rosemount was informed of the minor PUD amendment, but was not required to conduct a public hearing given the comparative inconsequence relative to the balance of the approved residential planned unit development; and, WHEREAS, The Planning Commission had no objections to the minor PUD amendment; and, WHEREAS, The City Council of the City of Rosemount reviewed the minor PUD amendment at their regular meeting on December 4, 2001. NOW, THEREFORE, BE IT RESOLVED, The City Council have determined that the minor PUD amendment is an acceptable architectural embellishment subject to a prohibition on any modifications to the porches that would convert them to "three season porches" other other such "living space" as would require frost footings or would constitute a front yard setback encroachement. These renderings illustrate the covered porch and entry on the quad building that we will be constructing next spring. The porch roof extends approximately 6' from the building to completely cover the front porch and entry area. The porch is included on all four units within the building; however, on two sides the porch extends beyond the primary footprint of the building creating the setback issue we have discussed. Based on the current setback requirement, a minor planned unit development amendment to allow the porch to have a setback of 26 feet is requested. The request will not result in any additional units or increased density. The porch will complement the architectural styles Centex is currently using on the single family and urban row home floor plans. As you may well know, the open porch design is both architecturally attractive and a design features that our customers have found to be functional. We believe by including the porch the streetscape will be enhanced and the connectivity between residents and pedestrian movements along the street will add features of a traditional neighborhood. I will be at the City Council on December 4 th to answer any questions. If you have any comments before the meeting please let me know so we can address them.
