Shennanigans TOP'S Pizza& Hoagies VFW Post 9433 Club On Sale Liquor License and Special Sunday On -Sale Liquor License and Special Sunday Liquor On -Sale, Type B, Liquor Lic. And Special Sunday On -Sale, Type B, Liquor Lic. and Special Sunday Off -Sale Liquor License On -Sale, Type A, Liquor License, Off -Sale Liquor Lic., and Special Sunday Wine — On Sale (which also allows strong beer) Club On -Sale Liquor License and Special Sunday All the applicants have paid the appropriate license fees. Each applicant has submitted a Certificate of Insurance listing the required amounts of liability insurance. The Type B license holders have provided the required certificate from their auditor stating that 51% or more food sales have been achieved. Police Chief Kalstabakken has recommended approval of these renewal applications and issuance of the licenses. RECOMMENDED ACTION: MOTION to approve the applications for renewal of liquor licenses as listed above for the year 2002 subject to receiving all license fees and Certificates of Insurance. Kalstabakken Chief of Police DATE: November 29, 2001 SUBJECT: Liquor License Renewals The liquor license renewals were forwarded to the Police Department by City Clerk Linda Jentink for a review of calls for service and criminal incidents at each of the establishments during the last year. A check on each of the establishments shows a similar level of calls for service and crimes at the establishments as in prior years. There does not appear to be any substantial changes that are cause for concern. The only significant rise in calls occurred at City Limits. A review of the calls found that the increase was primarily as a result of issues not directly related to serving of liquor. There were more service calls and the staff did call about persons loitering in the parking lot on several occasions. These types of calls are encouraged to deter possible criminal activity, such as, thefts from vehicles and noise disturbances. Celts opened during 2001 and, therefore, did not have call history. Since their opening there have been a minimum number of calls (7) at the establishment. The calls at Celts have been routine calls for service with the exception of two calls related to persons causing a disturbance in the restaurant. The overall number of calls is less than other bar /restaurants in the city. Shenanigan's Off -Sale (a.k.a. Shenanigan's Fine Wines) opened at its new location this year also. There were no problems at this new location. However, during a compliance check, a sale of alcohol to an underage purchaser did occur. This violation of the city's liquor license ordinance will be brought to Council at the December 16th meeting for administrative action. The violation is the first at the establishment and it is not recommended that the sanctions involve deny the license for 2002. IL CITY OF ROSEMOUNT APPLICATION FOR CLASS A OR CLASS . B.
