The Rosemount Fire Dept. has scheduled the refurbishing of the 1986 pumper in the CIP. They
wish to proceed with the upgrades and repairs needed to insure a viable backup for our fire safety
operations.
Assistant Fire Chief Mike Haeg has directed the preparation of the specifications for repair of the
pumper and will oversee the bid opening.
The process would be as follows:
■ Publish Ad for Bid Dec. 7, 2001
■ 30 day response time
■ Open bids Jan. 8, 2 pm, 2002
■ City Council review of bids January 15, 2002 — Award contract

ADVERTISEMENT OF BID
Notice is hereby given that sealed bids will be received by the City of Rosemount until 3:00 p.m.
on January 8, 2001 and will then be publicly opened and read aloud. Bids are being requested
for the thorough refurbishing of the Fire Dept. 1986 1250 GPM Ford General Pumper — No.
35183.
Specifications may be obtained through the office of the City Clerk, City of Rosemount, 2875
145 St. W., Rosemount, MN 55068.
All bids shall be on forms on file in the office of the City Clerk, which will be furnished free, to
each bidder upon his request.
All bids must be sealed, marked "Bids for Refurbishing of the Fire Dept. 1986 1250 GPM Ford
General Pumper - No. 35183 and addressed to the City. Clerk. Each bid shall be accompanied by
a certified check, cashier's check, or bid bond in the amount of five (5 %) percent of the total bid
price, made payable to the City of Rosemount.
The City of Rosemount reserves the right to reject any and all bids and to accept the bid it feels is
in the best interest of the community.

REQUIREMENTS, AND SPECIFICATIONS

The rated capacity, of this system shall be 85 gpm at 3.0% and 500 gpm at 0.5 %.
A 2.5 gpm positive displacement, 3 cylinder plunger type foam pump shall be powered
by a Y4 hp 12 vdc electric motor.
One (1) check valve shall be installed to the plumbing to prevent foam from
contaminating the water pump. The check valve shall be approved by the foam system
manufacturer.
One (1) 20 gallon Class A foam concentrate tank shall be installed in the pump
compartment, mounted under the existing crosslay hose beds. The tank shall be plumbed
to the on -board foam system. A foam tank fill will be located on the passenger side,
accessible through the pump access door.
The one (1) tank shall have a 1" drain valve located inside the pump compartment
accessible through a door on the passenger's side pump panel. The 1" drain shall be
piped to drain directly to the surface beneath the apparatus without contacting other body
or chassis components. A label or visible permanent marking that reads "Foam Tank
Fill" shall be placed at or near the foam concentrate tank fill opening. A label shall be
placed at or near the foam concentrate tank fill opening that specifies the type of foam
concentrate the system is designed to use, any restrictions on the types of foam
concentrate that can be used with the system, and a warning message that reads
"Warning: Do Not Mix Brands and Types of Foam."
The foam concentrate tank shall have a screen in the fill dome and the lid will be
equipped with a breather vent, gasket seal, and locking mechanism to secure the lid.
The system shall include a "fresh water" flushing system, which will allow the operator
to flush the entire system.

The painted wheels as listed above in the Vehicle Painting Section will be standard. (See
Alternate spec #3).

Intersection Strobe Lighting
Four lights will be mounted to meet the NFPA requirements for lower level optical warning
Tights. Two lights will be mounted in the front bumper — one on each side, and two lights
will be mounted on the rear fender panel of the apparatus — one on each side. A lighted,
switch on the cab instrument panel will control the lights. This light switch will be tied into
the sequencer. All lights will be recessed.

Alternate specifications
1) Replace the existing tread plate on the cab steps, kick plates, battery covers, and
doors with new bright aluminum tread plate. Price
2) Replace all the existing steel tread plate on the body with new bright aluminum tread
plate to include compartment interior bottoms and rear tailboard. Price
3) Stainless steel wheel covers will be furnished on the front wheels. A pair of stainless
steel shallow depth wheel covers will be furnished on the rear wheels including full'
body covers. Price
4) Mount and install wiring for a CODE 3 MX 7000. light bar plain with arrow stick
#ULB280PLN. Price
5) Mount and install wiring for an internal dome light in the crew compartment. This
light should have both a red light option and a white light option. Price
6) Replace all seatbelts with retractable seatbelts. Price
7) Pick up and delivery of apparatus at the Rosemount Fire Department. Price
8) Pullout sliding drawer cabinets shall be added to the front step area behind the front
sheets on the driver and officer side. The cabinets shall maximize the space available
behind the wheels and not interfere with the driving capability of the apparatus. The
cabinets shall be fabricated out of heavy gauge aluminum. The cabinets shall be
100% welded and drawer fronts will be equipped with a "D" ring style locking
mechanism. The cabinets will be water tight to prevent road spray from entering.
The cabinets shall slide out the entire length of the drawer for easy access. The
cabinet doors shall consist of the same material used for the surrounding body
components and be painted the same color. Price

9) Two (2) Elkhart or equivalent piston intake relief valves shall be provided and
installed, one on each of the suction side intakes of the pump, preset at 125 psig. The
relief valves shall have a working range of 75 psig to 250 psig. The valve shall be 6"
NST (FM) swivel X4" Storz adapter /reducer with a 4" Storz cap and chain. They will
be painted Lime Yellow. Price
