SUMMARY
This lot split is a preliminary step towards a longer -term goal of developing the Abbott property. The 40-acre
Abbott property will be split into a ten acre parcel for the farmstead, and the thirty acres will be available for
residential development. The thirty-acre parcel is not "land- locked ". There is access available to Birchwood
Avenue at the southeast corner of the property. However, this connection is not intended to be the primary
access to the property, which would enable development. The extension of Connemara Trail from the west will
be the primary access into the immediate area for development.
Development fees will be charged when the property is re- subdivided in anticipation of future development.
PLANNING COMMISSION PUBLIC HEARING
On November 27, 2001, the Planning Commission conducted a public hearing as required. No one other than
the applicants attended or participated. Staff added language to the recommended motion, "or until St. Joseph's
Church dedicates right -of -way for the west half of Birchwood Avenue." This revised language will allow the
developer to proceed with apreliminary plat application for the property.
