The South Rose Park Street Reconstruction project was originally included in the C.I.P. for
2000 and was inadvertently left out of last year's construction season. The primary work to
be completed involves removal of the pavement and base and all damaged curb & gutter
replacement with new street materials. One of the key components of the project originally
identified was the storm sewer connection from the "Coming Soon" pond, located at the corner
of CSAH 42 and Trunk Highway 3 to Wachter Lake. This pipe was identified in the Stormwater
Study as being extended down Canada Avenue. We have identified three options for the storm
sewer line that include an option extending down Canada Avenue, an option extending to
Wachter Lake along Trunk Highway 3 and the third option extending to the Business Park pond
located east along CSAH 42. This item was taken to the May 7th Utility Commission meeting
for input. At that meeting was discussed that this storm sewer was identified as part of this
project because the pavement was being replaced on Canada Avenue. Based on the estimates
of cost, neither the Trunk Highway 3 or the CSAH 42 option would be more economically
viable than the Canada Avenue option, therefore including this storm sewer project with the
South Rose Park work is not necessary. Consequently, we are recommending the Council
remove the storm sewer portion of this project until the second phase of the Trunk Highway 3
project or the "Coming Soon" site is developed. At that time options can be explored for which
alternative should be considered.
A memo addressing the potential funding of the project is attached for discussion.
The turn lane portion will require property acquisition, which may extend that portion of the
project to 2002.
This time we are requesting you to call for the Public Hearing for the South Rose Park Street

A RESOLUTION RECEIVING THE FEASIBILITY REPORT AND SETTING THE PUBLIC HEARING
FOR SOUTH ROSE PARK AREA IMPROVEMENTS
CITY PROJECT #325
WHEREAS, the City Council deemed it necessary and expedient that the City of Rosemount, Minnesota, construct
certain improvements, to -wit: City Project #325, South Rose Park Area Improvements, in the City as described in and
in accordance with the feasibility report prepared by the City Engineer; and
WHEREAS, the City Council has been advised by the City Engineer that said utility and street improvements, City
Project #325 is feasible, and should best be made as proposed, and the City Engineer's report to this effect has
heretofore been received by Council, and filed with the City Clerk on May 15, 2001; and
WHEREAS, the statute provided that no such improvements shall be made until the Council has held a public hearing
on such improvements following mailed notice and two publications thereof in the official newspaper stating time and
place of the hearing, the general nature of the improvement, the estimated costs thereof, and the area proposed to be
assessed, in accordance with the law.
NOW THEREFORE BE IT RESOLVED, the City Council of the City of Rosemount accepts the feasibility report for City
Project #325 and places it on file.
NOW THEREFORE IT BE FURTHER RESOLVED, by the City Council of the City of Rosemount that the public hearing
be scheduled to consider City Project #325, South Rose Park Area Improvements to be held on Tuesday, June 5, 2001
at 7:30 o'clock p.m. or as soon thereafter as possible, in the Banquet Room of the Community Center.

South Rose Park
WSB Project No. 1305 -00
The South Rose Park project involves the reconstruction of the existing streets through a
commercial area. Currently the CIP does not include any City contribution.
Consequently, the method of assessment will have an impact on the City's share of the
project.
The City has previously used varying methods of assessment computation for commercial
properties from a calculated amount based on actual costs to set a rate per front foot.
Ultimately the method is subject to proving benefit to the adjoining property owners and
has a direct effect on the City contribution. Prior to the public hearing, a method of
assessment should be selected from the following options:
Option 1:
Each property owner within the project area be assessed a base amount of $5,335 plus a
lineal front footage cost calculated from 50% of the cost of the street reconstruction. The
remaining amount is paid for by the City. This is the language currently stated in the
assessment policy. The City's share of the street reconstruction would be $156,500.
Option 2
Property owners are assessed 100% of the street reconstruction cost based on a lineal
front footage basis. This cost of $76.66 per front foot is less than the rate published in the
fee schedule of $92 per front foot. This is mostly because the width of the streets in this
area are relatively narrow and most of the curb is salvaged. This option would not
require City contribution.
The preliminary assessment rolls for each option are attached for your review.

City Project No. 325 provides for the reconstruction of 151S Street from Chippendale Avenue to
Canada Avenue, Canada Avenue from CSAH 42 to TH 3, and Carrousel Way from Chippendale
Avenue to 151" Street. This project also addresses the potential removal and replacement of
defective sections of sanitary sewer on Canada Avenue. The Stormwater Management Plan
identifies the construction of a trunk storm sewer outlet from the NW quadrant of TH 3 and
CSAH 42 to Wachter Lake. This storm sewer will serve as an outlet for the proposed "Coming
' Soon" pond and the storm sewer for the TH 3 reconstruction project. This pipe was proposed in
the stormwater management plan to be constructed along Canada Avenue. Three options for this
storm sewer are identified within this feasibility report.
The project includes the reconstruction of approximately 3,700 feet of 36 -foot wide urban section
' streets, including bituminous paving, B -618 concrete curb and gutter, storm sewer, sanitary sewer,
and a right turn lane at CSAH 42 and Canada Avenue.
' Funding for the project will consist of assessments, 2001 Capital Improvement Plan (CIP) funds
and utility funds, as necessary. The project can be completed, including all paving and
restoration items in 2001. The assessment hearing will be held in the fall of 2001.
This ro'ect is feasible, necessary and cost - effective from an engineering standpoint and should

' 1 INTRODUCTION
' 1.1 Authorization
' On January 15, 2001, the Rosemount City Council authorized the preparation of an engineering
feasibility report for the South Rose Park Street and Utility Reconstruction Project. This prof ect has
been designated as City Project No. 325.
1.2 Scope
' This project provides for the reconstruction of 151 Street from Chippendale Avenue to Canada
Avenue, Canada Avenue from CSAH 42 to T.H. 3, and Carrousel Way from Chippendale Avenue
to 151 Street (See figure 1). A new turn lane from CSAH 42 on to Canada Avenue is proposed to
improve access to this area. This project also addresses the potential removal and replacement of
the existing sanitary sewer on Canada Avenue. The City of Rosemount's Storm Water Management
' Plan also recommends an 42 "- 48" outlet to be constructed from "Coming Soon Pond" to provide
an outlet for this landlocked pond. (See Figure 8)

GENERAL BACKGROUND
2.1
Location (See Figure 1)
The project location consists of 151' Street from Chippendale Avenue to Canada Avenue,
Canada Avenue from CSAH 42 to S.T.H. 3, and Carrousel Way from Chippendale
Avenue to 151 Street.
2.2

2.3
Project History
This project was initiated through the recognition of continually deteriorating street
'
conditions and the need for storm sewer facilities in the project area. This project is
included in the City of Rosemount Capital Improvement Plan and was originally
scheduled for completion during the 2000 construction season.
Generally, record drawings for street, storm sewer, sanitary sewer and watermain are
available.
2.4
Existing Conditions (See figures 3 -7)
Roadway 151 s Street, Canada Avenue, and Carrousel Way are all 36 -foot wide (from
'
face -of -curb to face -of- curb), urban section streets with bituminous pavement and
concrete curb and gutter. The existing pavement is in fair to poor condition with several
sections of curb and concrete driveway aprons damaged and in need of replacement.
'
Since most of the curb is in relatively good condition, it is the recommendation of this
report that it be preserved to the fullest extent possible.
Storm Sewer The proposed project is located in the Wachter Lake Drainage District
(WA) as noted in the Rosemount Comprehensive Stormwater Plan. The existing storm
sewer system for the project area is limited to collection at the following locations:
151s Street slopes to the west and all storm water is picked up by catch basins located at

the intersection of 151s Street and Chippendale Avenue. The storm sewer in this
intersection consists of an 18" storm sewer pipe which discharges into a 42" trunk storm

I sewer line located within Chippendale Avenue, ultimately discharging into Wachter Lake.
' Sidewalk The only walkways within the project area are existing 8 -foot bituminous
pathways that are located adjacent to CSAH 42.
' 2.5 Traffic Analysis
The project area generally supports typical commercial traffic. No traffic volume study
' was prepared in conjunction with this feasibility report.

Carrousel Way slopes to the south and west with the majority of the storm water
collected in catch basins located east of Chippendale Avenue. These catch basin outlet to
an 18" storm sewer pipe which discharges to Wachter Lake.
Canada Avenue drainage splits to the south and north with a high point at the intersection of

Canada Avenue and 151 St Street. The drainage that flows north is picked up by catch basins
located at the intersection of CSAH 42 and Canada Avenue. These drain into a 24" storm
'
sewer pipe that discharges north into the CSAH 42 storm drainage system. The drainage that
flows to the south is collected by catch basins located at a low point just north of T.H. 3.
These discharge into a 15" storm sewer pipe that discharges into Wachter Lake.
Watermain The existing watermain network consists of an 8" ductile iron pipe
watermain lines within 151S Street and Carrousel Way, and 12" ductile iron pipe
'
watermain line within Canada Avenue. All these lines are looped into watermains located
within CSAH 42, T.H. 3 and Chippendale Avenue.
Sanitary Sewer The existing sanitary sewer within 151" Street consists of an 8" sewer
line that flows to the west to a 12" line located within Chippendale Avenue. The existing
sanitary sewer within Carrousel Way Street consists of an 8" sewer line that flows to the

south and then west to a 12" line located within Chippendale Avenue. The existing
sanitary sewer within Canada Avenue consists of an 8" sewer line that flows to the north

to an 8" line that flows north under CSAH 42. These lines were televised February 28,
2001 and all were found to be in fair to good condition except the line within Canada
'
Avenue. This line had several deflected joints and damaged service gaskets that result in
infiltration flow
structural, and proper pipe problems.
' Sidewalk The only walkways within the project area are existing 8 -foot bituminous
pathways that are located adjacent to CSAH 42.
' 2.5 Traffic Analysis
The project area generally supports typical commercial traffic. No traffic volume study
' was prepared in conjunction with this feasibility report.

' 3. PROPOSED IMPROVEMENTS
' 3.1 Roadway /Storm Sewer
' The improvements are separated into the following three sections:
Section 1— Remove and Replace Pavement Section:
This option consists of the removal and replacement of the existing street pavement
sections while preserving all existing curb and gutter that is in good condition for all
' streets identified above. The street subgrade would be over excavated to a depth of 1 -foot
and replaced with granular borrow material (sand) to provide a suitable base. Any
' unsuitable soils found below this depth will also be removed and replaced with granular
borrow. Any curb and gutter and concrete driveway aprons that are determined to be in
poor condition will be replaced. The street section will consist of 4" of asphalt, 8" of
' aggregate base and 12" of select granular fill. This section has an estimated project cost
of $558,500.
Section 2 - Remove and Replace Defective Sanitary Sewer Sections on Canada Avenue:
' This part of the project consists of the replacement of defective sections of sanitary sewer on
Canada Avenue from CSAH 42 to TH 3. The sanitary sewer replacement is determined
necessary to correct structural and infiltration problems and to provide proper flow through
1 the pipe. Recent televising of this line indicated several deflected j oints and damaged service
gaskets. This section has an estimated project cost of $20,500.
Section 3 - Right -Turn Lane at Canada Avenue and CSAH 42:
This section consists of construction of a right -turn lane for eastbound CSAH 42 to
southbound Canada Avenue (See figure 3). All construction will be in accordance with
Dakota County requirements. This construction will include removal of and relocation of
' the existing curb and gutter and 8 -foot wide bituminous bike trail. The relocation of the
existing bike trail will require ten extra feet of right -of -way to be obtained from
McDonald's for a length of approximately three hundred feet. Some trees will be
relocated or removed to allow room for the relocated bike trail. The construction of this
turn lane will also require that an electrical box and light pole located in the southwest
' quadrant of Canada Avenue and CSAH 42 be relocated. The turn lane street section will
consist of eight inches (8 ") of bituminous, twelve inches (12 ") of gravel base, and twenty-

' turn lane construction is $90,550.'
' Section 4 — Storm Sewer Outlet for "Coming Soon" Pond
This section of the project consists of a 42 " -48" outlet to be constructed from the
"Coming Soon" pond (designated as 479 in the Rosemount Comprehensive Stormwater
Plan) to provide an outlet for the pond and future TH 3 storm sewer. Currently the
"Coming Soon" pond is proposed to encompass 2.5 acres of land in the TH 3 /CSAH 42
intersection. The following options propose to increase the constructed storm sewer to a
size that reduces the "Coming Soon" pond to less than half the originally proposed size.
' Further, in an effort to explore methods to reduce drainage to Wachter Lake, other outlet
locations have been examined. There are 3 options being investigated (See figure 8).
Option 1
Route the outlet pipe from the "Coming Soon" pond west along the north side of CSAH
42 then south under CSAH 42, continuing south along the west side of Canada Avenue
then south along the west side of TH 3 to Wachter Lake (designated as 2443 in the
Rosemount Comprehensive Stormwater Plan) located 950 feet south of Canada Avenue.
The storm sewer would have to installed at depth of 20 feet or greater to provide drainage
for this area. Protection and/or replacement of existing utilities and structures in Canada
Avenue will be expensive during the installation of this storm sewer. Also, access to the
commercial sites will be severely disrupted. This alternative has an estimated project cost
of $758,000.
Option 2
Route the outlet pipe from the "Coming Soon" pond south under CSAH 42, east along
' the south side of CSAH 42 and then south along the west side of TH 3 to Wachter Lake
located 950 feet south of Canada Avenue. This alternative does not disrupt Canada
Avenue and could be constructed at a later date when necessary. This alternative has an
' estimated project cost of $557,000.
' Option 3
Route the outlet pipe from the "Coming Soon" pond east along the north side of CSAH
42 and continuing east under TH 3 and Chicago Rock Island & Pacific's railroad tracks to
the pond designated as 2030 in the Rosemount Comprehensive Stormwater Plan, north of
the Rosemount Business Park. This alternative can also be delayed until deemed

These storm sewer improvements include the construction of lateral storm sewer lines to
' serve the project area and accommodate the City of Rosemount standards. Specifically,
lateral storm sewer facilities will be designed to carry the storm water runoff from a 10-
year rainfall event. No improvements to the existing storm sewer are proposed within this
' project.
3.2 Watermain
No improvements to the existing watermain are proposed with this project.
' 3.3 Pathway/ Sidewalk
' 300 feet of the existing 8' bituminous pathway along CSAH 42 will have to be removed
and relocated due to right turn lane construction. Addition sections of the existing 8'
' wide bituminous pathway that is located adjacent to CSAH 42 may require removal and
replacement due to possible reconstruction of the existing sanitary sewer and new
construction of storm sewer depending on what option is chosen. No new pathways or
' sidewalks are proposed with this project.
3.4 Street Lights
The existing street lights within the project limits are adequate and will remain in place.
' 3.5 Right -of -Way and Easements
' An additional 10' of right -of -way along CSAH 42 turn lane will need to be obtained for
the bike trail relocation.

3.7 Detour Routes
Detour signing will be required to minimize traffic congestion in the construction area
and to route residents and patrons to their destinations. All business and residences will
have access during construction, however, some inconvenience is expected. Directional
signing will be provided, including advance notice signing for the start of construction. It
is anticipated that construction would occur in two phases to help alleviate access
problems. Detour routes will be discussed with affected property owners during the
informational meeting.

6. FEASIBILITY AND RECOMMENDATION
Project costs are estimated at $669,550. This cost includes the street reconstruction of
Canada Avenue, Carrousel Avenue, and 151 Street, the partial reconstruction of sanitary
sewer on Canada Avenue and new turn lane on CSAH 42.
Due to the deteriorating condition of the existing streets and some sanitary sewer and the
need of improving the local drainage system, we have determined that City Project
No. 325 is feasible, necessary and cost - effective from an engineering standpoint. We
recommend the reconstruction of the streets and utility improvements as outlined in this
report with the exclusion of the storm sewer outlet for the "Coming Soon" pond that
should be completed at a later date.
