CITY OF ROSEMOUNT
EXECUTIVE SUMMARY FOR ACTION
CITY COUNCIL MEETING DATE: DECEMBER 18, 2001
AGENDA: 2002 FEE RESOLUTION ANNUAL REVIEW NEW S I AGENDA SECTION:
002
PREPARED BY: LINDA JENTINK, CITY CLERK
ATTACHMENTS: CHANGES, Z FEE RESOLUTION
ON I APPROVED BY:
Attached for City Council consideration and adoption are the recommended changes to the city fees and
rates for 2002. Memorandums are provided from department directors explaining their reasons for
amending certain fees and rates.
The resolution references Appendix I, which is general city fees, and Appendix II, which are Parks and
Recreation/Community Center fees.
Public Works: The increases have been determined by the Utility Rate Study, a five -year plan. Some
wordage. changes have been recommended by the City Attorney. There has been the addition of an 8
inch water meter and the required charges.
Police Dept.: The gun permit that Rosemount is allowed to issue is to carry a gun, not to purchase a
gun, so the wording has been corrected. The Alcohol Compliance Check Failure fee was removed by
resolution on March 20, 2001.
Page numbering, spelling corrections, and indexing would also be updated.
RECOMMENDED ACTION: MOTION to approve A RESOLUTION ESTABLISHING

MEMORANDUM
DATE: December 6, 2001
TO: Thomas D. Burt, City Administrator
FROM: Dan Schultz, Parks and Recreation Director VY
SUBJECT: 2002 Fees and Fee Policy
Staff is requesting the City Council to review the Parks and Recreation Department proposed
2002 Fees and Fee Policy. We conduct this exercise on an annual basis and review fees for the
Community Center, Arena, park rentals and parks dedication fees.
The Parks and Recreation Commission and staff are recommending the following changes be
implemented in the 2002 Fees and Fee Policy:
Community Center — Minor changes are being recommended for user fees. Some of the policy
language is also proposed to be updated and/or deleted. See attachment A.
Arena — Staff is recommending a $5.00 increase to the price of the prime time ice fee. The fee
would increase from $140.00/hr to $145.00/hr. See attachment A. Attachment B are the prices at
some other metro arenas.
Parks User Fees — Proposed changes include fees for amphitheater use, outdoor rink rentals,
field maintenance and supplies. See attachment A.
Parks Dedication Fees — The parks dedication fees were increased last year. Staff is once again
reviewing the fees and another possible increase will be brought forward as the Parks, Trailsi and
Open Space Master Plan update is finalized. Attached is a parks dedication survey that has been
recently conducted. This gives the Council some information on other fees collected in metro
communities. See attachment C.
Please let me know if you have any questions about the proposed fees.

PARK DEDICATION FEES
Park dedication fees are outlined in City Ordinance No. XVII.103 which states:
In all new residential subdivisions, the City shall require that a sufficient portion of such land be set
aside and dedicated to the public for parks, playgrounds or other public use exclusive of property
dedicated for streets and other public ways. It shall be presumed that a sufficient amount of land has
been dedicated for parks and playgrounds for the present and future residents of the subdivision, if
the subdivider dedicates at least 1/25 of an acre per dwelling unit that can be constructed in the
subdivision. The City upon consideration of the particular type of development proposed in the
subdivision may require larger or lesser amounts of land be dedicated if the City determines that the
present and future residents of the subdivision would require greater or lesser amounts of land for
such purposes. The City shall determine whether a cash in lieu of land dedication is more
appropriate. The amount of cash dedication shall be determined by multiplying the number of acres
otherwise required to be dedicated by the average value of comparable undeveloped land set by
resolution by the City Council.
In all new commercial and industrial subdivisions, it shall be presumed that a sufficient amount of
land has been dedicated to serve the needs of the resident and working population if the subdivider
dedicates at least five percent (5 %) of the land in the subdivision for parks, recreation and usable
open space. The City upon consideration of the particular type of development proposed in the
subdivision may require larger or lesser amounts of land to be dedicated if it determines that the
present and future residents of the subdivision would require greater or lesser amounts of land for
such purposes. The City shall determine whether a cash in lieu of land dedication is appropriate.
The amount of cash dedication shall be determined by multiplying the number of-acres otherwise
required to be dedicated by the average value of comparable undeveloped land set by resolution of
the City Council
