The allocation of federal Community Development Block Grant (CDBG) funds for Rosemount for the
year 2002 is $64,921. The funds are administered by the Dakota County Community Development
Agency. The allocated funds will assist the City and Port Authority in on -going efforts to acquire
property for future redevelopment. The Port Authority has in the past acquired non - conforming,
functionally obsolete, residential properties in the downtown commercial district with the intent to
redevelop them.
RECOMMENDED ACTION: Authorize application for 2002 CDBG funds in the amount of $64,921
for property acquisition.

The project would allow the City of Rosemount to continue to acquire properties in
downtown Rosemount for future redevelopment. The City seeks to redevelop non - conforming,
obsolete properties for future mixed -use, low -to- medium density development. Such
development will likely include retail, office, service and residential development. The
residential development Will likely include townhome and /or multi - family projects.

The project location is the zoning district C -2 Community Commercial, which comprises
downtown Rosemount. The area is a mix of commercial, institutional and residential uses
and structures.

VI. Project Narrative
What is the goal of this Project? (if you have several projects, please discuss the goals of each project separately)
The project would allow the City of Rosemount to acquire non— conforming, functionally
obsolete, residential properties in Rosemount's downtown commercial district. The City
is involved in redevelopment downtown, with the goal of revitalizing the community's
historic core by sparking low —to- medium density development. The City seeks to bring
retail, service, institutional and residential development downtown. Residential
development will likely include townhome and /or multi — family project components. Such
components would bring affordable housing to downtown Rosemount. The planned
redevelopment would remove small, old houses from a commercial area, thus improving
the functional utility and zoning conformance downtown.

Removal of obsolete., non — conforming structures and future site
re— development will benefit downtown Rosemount residents, property owners,
business operators and community members at large in that downtown is the
commercial and institutional hub of the community.

RESOLUTION 2002-
A RESOLUTION APPROVING THE APPLICATION
OF THE CITY OF ROSEMOUNT FOR
FISCAL YEAR 2002 DAKOTA COUNTY
COMMUNITY DEVELOPMENT BLOCK GRANT FUNDING.
BE IT RESOLVED by the City Council of the City of Rosemount as follows:
1. The City Administrator is authorized to submit the attached application to Dakota
County for a Community Development Block Grant in Fiscal Year 2002.
2. The application is approved by the City. Council and the Mayor and City.
Administrator Are authorized to execute it on behalf of the City of Rosemount.
3. That the Dakota County CDA be designated as the administrative entity to carry out
the program on behalf of the City.
