Recommendation of Approval
Heritage Development is requesting final plat approval for the Carrousel Plaza Townhomes development. The
final plat is consistent with the PUD as approved by the City Council on September 19, 2000.
The final plat must be approved and recorded so that the public improvements can be installed, and building
permits issued for construction. No public hearing is required for final plat approval.
PLANNING COMMISSION DISCUSSION
The Commissioners had questions about the screening fence and extent of sidewalks. There had been changes
since they had reviewed and made a recommendation regarding the PUD. Upon receiving the explanations,
they adopted a motion to recommend approval.
RECOMMENDED ACTION:
Motion to adopt a resolution approving the final plat for Carrousel Plaza Townhomes.

RESOLUTION 2001-
A RESOLUTION APPROVING THE FINAL PLAT FOR
CARROUSEL PLAZA TOWNHOMES
WHEREAS, the Community Development Department of the City of Rosemount received an
application for final plat approval submitted by Heritage Development of Minnesota, LLC, as
required by ordinance for the purpose of a residential development on land legally described as:
Outlot A, Carrousel Plaza South, except that part thereof lying northerly of the westerly
extension of the south line of Lot 1, Block 1, Carrousel Plaza South, including easements
dedicated to the public for public use for drainage and utility purposes, according to the
recorded plat thereof, Dakota County, Minnesota.
WHEREAS, the Planning Commission of the City of Rosemount reviewed the final plat
application for Carrousel Plaza Townhomes at their regular meeting on November 14, 2000; and,
WHEREAS, the Planning Commission adopted a motion to recommend approval of the final
plat to the City Council as required by the Subdivision Ordinance, subject to conditions; and,
WHEREAS, the City Council of the City of Rosemount reviewed the final plat application as
required by the Subdivision Ordinance on March 6, 2001.
NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of Rosemount hereby
approves the final plat for Carrousel Plaza Townhomes subject to:
1) Execution and recording of PUD and Subdivision Agreements for the project to secure public
and private infrastructure to serve the development;
2) Payment of G.I.S., Park Dedication and all other applicable development related fees in
accordance with the current fee schedule;
3) Incorporation of recommendations relative to grading, public and private streets and utilities
as identified by the Consulting City Engineer;
4) Vacation of existing drainage and utility easements relative to Blocks 4 and 5, which will be
replaced with a new easement approved by the Consulting City Engineer.

Pursuant to due call and notice thereof, the Regular Meeting of lanning Commission
duly held on Tuesday, November 14, 2000. Chairperso ill Droste called the
meet to order at 6:30 p.m. with members Myron Na r and Kim Shoe - Corrigan
present. mmissioner Jeffery Weisensel was abs . Also in attendance was City
Planner Rick arson.

MOTION by Droste to app he October 10, 2000 Regular Planning Commission
Meeting Minutes. Seco ed by Sh - Corrigan. Ayes: Napper, Droste, and Shoe -
Corrigan. Nays: 0. otion carried.
Discussi

New Business: Carrousel Plaza Townhomes Final Plat
Mr. Pearson presented the final plat for Carrousel Plaza Townhomes, located east of
Chippendale Avenue and south of Carrousel Way and the movie theater. The final plat is
consistent with the approved PUD.
Discussions continued concerning the shared driveway and cross - access easements. Mr.
Pearson explained there is an expectation that easements will be simed. Commissioners
reviewed plans for screening provided by the fence and berm.
MOTION by Droste to recommend that the City Council approve the final plat for
Carrousel Plaza Townhomes subject to: 1) Execution and recording of PUD and
Subdivision Agreements for the project to secure public and private infrastructure to
serve the development; 2) Payment of G.I.S., Park Dedication and all other applicable
development related fees in accordance «-ith the current fee schedule; 3) Incorporation of
recommendations relative to grading, public and private streets and utilities as identified
by the Consulting City Engineer; and 4) Vacation of existing drainage and utility

PRELIMINARY PLAT FOR
CARROUSEL PLAZA TOWNHO'INiES
WHEREAS, the Community Development Department of the City of Rosemount received an
application from Heritage Development of Minnesota, Inc. for approval of the Planned Unit
Development (Final Development Plan) and Preliminary Plat for Carrousel Plaza Townhomes;
and
WHEREAS, on August 8, 2000, the Planning Commission of the City of Rosemount reviewed
the Planned Unit Development (Final Development Plan) and Preliminary Plat for Carrousel
Plaza Townhomes and recommended approval, subject to conditions; and
WHEREAS, on September 19, 2000, the City Council of the City of Rosemount reviewed the
Planned Unit Development (Final Development Plan) and Preliminary Plat for Carrousel Plaza
Townhomes.
NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of Rosemount hereby
approves the Planned Unit Development (Final Development Plan) and Preliminary Plat for
Carrousel Plaza Townhomes, subject to:
1. Execution of a PUD or Subdivision Agreement as needed to secure public and private
improvements.
2. Conformance with the requirements of Section 4.18. and 8.3 of the zoning ordinance and
the conditions of Resolution 2000 -51.
3. Conformance with architectural detail of townhomes as shoe ;n on the architectural design
and elevation plans submitted to the City, drawn by Johnson, Sheldon & Sorensen on
August 20, 1996, to ensure they are built as proposed.
4. Installation of a sidewalk or trail along Chippendale Avenue and on the proposed private
street into the development connecting to the trail proposed north of Wachter's Lake.
5. Rezone to BP -4, Business Park.
6. Plan revisions including:
a) Modification to the plan to eliminate the deck encroachment onto the southern utility
easement;
b) Landscape enhancements as necessary to provide sufficient screening along
Chippendale Avenue, and along the northern property line to screen the townhomes and
the movie theater;
c) Adjustments to the plan to provide the sufficient number of common parking stalls and
properly sized garage spaces.

d) The landscape plan must combine ordinance required residential landscaping with that
which is proposed for the Marcus Theater berm.
7. Installation of a board -on -board cedar fence with masonry columns for screening.
8. Easements must be recorded for cross access and joint maintenance, repair and replacement
of the shared driveway to Chippendale Avenue.
9. An agreement between the developer and movie theater property owner shall be recorded to
ensure maintenance and replacement (as needed) for the landscaping proposed for the
movie theater property.

BLOOMFIELD SECOND ADDITION
WHEREAS, the Community Development Department of the City of Rosemount received an
application for final plat approval submitted by Centex Homes, as required by ordinance for the
purpose of a residential development on land legally described as:
Outlot A, Bloomfield, according to the recorded plat thereof, Dakota County, Minnesota.
WHEREAS, the Planning Commission of the City of Rosemount reviewed the final plat
application for Bloomfield Second Addition at their regular meeting on January 9, 2001; and,
WHEREAS, the Planning Commission adopted a motion to recommend approval of the final
plat to the City Council as required by the Subdivision Ordinance, subject to conditions; and,
WHEREAS, the City Council of the City of Rosemount reviewed the final plat application as
required by the Subdivision Ordinance on March 6, 2001.
NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of Rosemount hereby
approves the final plat for Bloomfield Second Addition subject to:
1) Incorporation of recommendations of the City Engineer concerning design and installation of
public infrastructure and including grading, erosion control, streets and utilities;
2) Execution of a Subdivision or Development Agreement to secure the public and private
improvements;
3) Rezoning Bloomfield Second Addition to R -2, Moderate Density Residential;
4) Payment of all applicable fees including G.I.S, Park Dedication and other fees identified in
the current fee schedule.
ADOPTED this 6' day of March, 2001, by the City Council of the City of Rosemount.
