This item is on the agenda for consideration of the approval of certain unspent 2000 budget items to
be encumbered forward to 2001. The following will attempt to summarize the attached
encumbrances:
1) Unused 2000 General Funds to cover Police uniform allowance balances (required by union
contract).
2) Unused 2000 CIP Funds for the $65,000 to purchase land for a 2n Fire Station east of the
railroad tracks and $35,000 in unspent funds for the City Hall expansion.
The entries required to complete the encumbrances and the resolution allowing us to do so are
attached.
The 2000 General Fund, after encumbrances, will end up with an approximate increase in fund
balance of $700,000. This increase is due mainly to increased revenues, especially in the area of
permits. Nothing is being encumbered in the General Fund at this point for the possible City Hall
remodel /expansion or the downtown improvements. As these projects proceed forward in the year
2001, we will look at possibly using some of these reserves to help fund the cost of both of these
projects. If we do so, at that time we will amend the budget to reflect those uses by increasing our
expenditures and reallocating the reserves.
RECOMMENDED ACTION:
Motion to adopt A RESOLUTION APPROVING THE ENCUMBRANCE OF CERTAIN 2000
BUDGET ITEMS TO 2001.

A RESOLUTION APPROVING THE ENCUMBRANCE OF
CERTAIN 2000 BUDGET ITEMS TO 2001
WHEREAS, the City Council recognizes the need to carry forward to 2001 certain
balances from the 2000 General Fund Operating Budget and the 2000 CIP Budgets,
which are summarized as follows:
(1) Police uniform allowance balances that total an amount of $1,281.67;
(2) CIP items that total an amount of $100,000.00;
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Rosemount
hereby approves the encumbrance of the above listed account items from the 2000
budgets to 2001.
ADOPTED this 6th day of March, 2001.
