On January 8, 2001 staff sent out a Request for Proposal (RFP) to numerous consulting firms for updating our Parks
Master Plan. Five proposals were received and Parks and Recreation Committee Chair Kelley Sampo, City Council
member/Parks and Recreation Committee Liaison Ena Cisewski and myself then interviewed those firms. The firms
interviewed included BRW Inc., Brauer and Associates, Ingraham and Associates, MFRA, Inc., and Northwest
Associated Consultants, Inc.
All of the firms were well qualified and had prior experience with developing parks master plans.
The interview panel felt that Ingraham and Associates would best meet the needs of the City. Ingraham and
Associates provided a proposal that included a detailed work plan that was based on extensive community input,
user group needs analysis and demographic and recreational trends. The end product will provide the City with
the framework and necessary tools to help guide the City's parks trails and open space now and in the future.
The interview panel and the Parks and Recreation Committee recommend hiring Ingraham and Associates to
update the City's Master Plan.
RECOMMENDED ACTION: Motion to hire Ingraham and Associates for updating the Parks, Trails
and Open Space Master Plan.
