SUMMARY
At previous Development Review Committee Meetings, common code violations were established.
After reviewing the common violations, it was decided that alterations were needed to accommodate
changes within Rosemount. Sheila addressed the loopholes in the ordinances and modified them
accordingly.
A Committee of the Whole Meeting was held with the City Council on November 15, 2000, to discuss
the proposed changes. Council made suggestions and comments on the proposed changes.
The appropriate changes have been made to the ordinances based on Council direction. These
changes have been submitted to Charlie LaFevere, City Attorney, and put into Ordinance form.
Included are the Amendments to the City Code prepared by LaFevere. Also included is a copy of the
current language with the changes in italics.
RECOMMENDED ACTION: Motion to approve an Ordinance Amending Rosemount City Code
Sections 8 -2 -1 and 8 -2 -2.

AN ORDINANCE RELATING TO PARKING AND STORAGE
OF VEHICLES; AMENDING ROSEMOUNT CITY CODE
SECTIONS 8 -2 -1 ACID 8 -2 -2
THE CITY COUNCIL OF THE CITY OF ROSEMOUNT, MINNESOTA ORDAINS AS
FOLLOWS:
Section 1 . Rosemount City Code Section 8 -2 -2, paragraph G is amended to read as follows:
G. Unauthorized Parking of Vehicles or display of vehicles for sale shall not be
permitted on public property or publicly zoned property. Vehicles offered for sale in
residential zoning districts shall comply with the following:
1) The vehicles sold in residential areas shall be personal property of the
occupant or owner of the premises.
2) Vehicles for sale shall be parked on an approved parking surface.
Section 2 . Rosemount City Code Section 8 -2 -2, paragraph H is amended to read as follows:
No commercial vehicles, trailer or equipment shall be parked or stored in a rural
residential or residential district except when loading, unloading, or rendering a
service, unless parked in a fully enclosed, authorized structure. No utility trailer,
boat trailer, or other recreational trailers are permitted to be parked on a public street
in a rural residential or residential district between the hours of 2 a.m. and 6 a.m.
Section 3 . Rosemount Cit} Code Section 8 -2 -2, paragraph I is amended to read as follows:
All parking must be on a surface of concrete, bituminous, brick pavers or other
material as approved by City Staff.
Section 4 . Rosemount City Code Section 8 -2 -1 is amended by adding the following
definition:
COMMERCIAL VEHICLE: A truck, truck- tractor, semi - trailer, van or bus having a
licensed gross weight over 9.000 pounds.
Section 5 . Rosemount City Code Section 8 -2 -2 is amended by adding new paragraph K as
follows:
K. In All Commercial Districts: No commercial trucks, truck tractor, or semitrailer
combinations are allowed to be parked and/or stored longer than forty-eight (48)
hours in any commercial district, unless parked in designate loading areas.

Section 6 . Rosemount City Code Section 8 -2 -1 is amended by changing the definition of
JUNKED VEHICLE to read as follows:
JUNKED VEHICLE: Any vehicle, as defined in this ordinance, which is not
properly licensed or registered for operation, or the condition of which is wrecked,
dismantled, partially dismantled, used for sale of parts, or as a source of repair or
replacement parts for other vehicles, or which is kept for scrapping, or has flat tires
or is otherwise inoperative.
Section 7 . This ordinance shall be effective immediately upon its passage and publication
according to law.
